He served as New York City Comptroller from 2002 to 2009, head of the New York City Board of Education for five terms, and also has valuable private sector experience as the Chief Administrative Officer and Senior Managing Director at Siebert, Brandford, Shank & Co. LLC, the nation's largest minority public finance firm. Bill is also Chair of Governor Cuomo's Minority- and Women-Owned Business Enterprise Team, which seeks to promote economic opportunities and eliminate barriers for minority- and women-owned businesses.
