Since 1999, CQI's written mission has been to give mental health consumers an integral role in evaluating the effectiveness of their treatment through balanced reports on consumer needs, interests, and satisfaction. It is vital that CQI use this information to translate research into practice and policy. The executive director and key personnel have mental illness, as do a majority of its board members. A primary activity of CQI is to collect information by interviewing the consumers and family members themselves using structured or semi-structured surveys and writing in depth data driven reports.
