Development of Web Portal I+T on IBM

Context:

In recent years, the South American region has witnessed changes in the political, economic, social and health scenarios, which in turn have fostered an increase in the number of people on the move. In turn, governments have increasingly turned to migration management measures to address these situations. During the first months of 2020, faced with the outset of the COVID-19 pandemic, governments began to take various measures to prevent and mitigate the spread of the virus in their countries, including: border closures, restrictions on the movement of people within and outside the country, the suspension of face-to-face activities and the application of remote working modalities. These measures have had profound impacts in the access and availability of regular migration pathways, which are a cornerstone of solid immigration systems. Several South American countries have identified vulnerabilities or gaps in their data collection, storage and analysis processes, in addition to technical and operational limitations, weaknesses in the computer systems used and in the functioning of critical areas or departments, the high turnover of government officials, the lack of interoperability and scalability of systems, the difficulty in accessing technology in distant areas and in many cases without the possibility of connection, as well as the administrative management required in responding to emergencies for the processing and automatization of information. One year after the arrival of the pandemic in the region, the need to move towards digital transformation as a response tool that goes in accordance with the new demands of the population has become more evident and imperative. The digital era had shown governments and institutions the importance of technological adaptation. In addition to this fact, the crisis generated by the pandemic reinforced the need to generate more agile, productive, efficient, and competitive processes, showing a high level of interest and willingness to respond to these needs through modernization. As a result, States turn to IOM as the intergovernmental organization of reference in the field of migration, and a strategic ally for governments, given the relevance of its mandate and operations. In this context, IOM seeks to strengthen capacity in the Americas to accompany and advise governments on immigration and border management through innovative technological solutions, supporting the work of other relevant thematic areas of the Regional Office for South America, in close coordination with the Immigration and Border Management (IBM) and Information, Communications and Technologies (ICT) Divisions at IOM Headquarters. To achieve this objective, the Regional Hub for Technological Innovation (Regional Hub I+T) will focus on supporting the evaluation, development and implementation of activities and projects based on requests and proposals made to South American missions, or through the respective government counterparts, regarding technological improvements that facilitate migration processes and border management in order to generate capacities in the countries, taking into consideration cross-cutting issues related to migration. IOM would like to ensure that governments and key stakeholders have access to evidence-based, and innovative solutions on Immigration and Border Management, by creating a regional digital space for knowledge production, and exchange with key policymakers and other stakeholders. Thus, under the Hub I+T framework IOM will create the “Web Portal I+T on IBM” as a tool to facilitate the identification and application of good practices and knowledge products with a potential to be replicated in different contexts of the region.

Objectives of the consultancy:

a) Compile and present online and offline resources on immigration related matters, including initiatives centred on strengthening regular migration, admission and stay practices, visas, permits, regularization initiatives, and case management systems among other topics that may result relevant for the “Portal”.

b) Design structure and propose content for the Web Portal I+T on Immigration and Border Management targeting stakeholders.

Key Responsibilities:

a) Conduct desk review to map existing resources and identify key stakeholders providing such resources internally and externally.

b) Conduct key informant interviews and other consultations with key stakeholders/resource providers identified.

c) Conduct key informant interviews and other consultations with IOM staff and IBM specialists.

d) Compile existing online and offline materials available within IOM.

e) Draft site map to outline the structure of the proposed Web Portal I+T on IBM based on the reviews and assessments realised.

f) Develop wireframes for the pages of the website as a bank related resource, good practices and knowledge products, thematic library, MIDAS, methodologies, and example used for the evaluation

Applicant’s profile:

a) Minimum of 5 years of relevant experience working on migration policies, Immigration and Border Management or a related area;

b) A demonstrated understanding and analytical capacity in the conceptualisation and analysis of migration issues and migratory dynamics in the region;

c) Experience in the thematic areas relevant to Immigration and Border Management, such as: • National migration management strategy approach; • Border management practice; • Admission and stay policies and practices, including visa related operations; • Combating smuggling and irregular migration; • Migration and security; • Integrated border management;

d) Knowledge on biometrics and other technology issues related to migration & border management, including travel documents and entry & exit Border Management Information Systems;

e) Experience in the assessment and development of online materials and tools;

f) Knowledge of and experience working with related stakeholders (Governments, Migration Departments, and Immigration Police Departments).

g) Experience working in the South American region is preferred; h) Fluent in speaking, writing, and reading Spanish and English.
