The Government Performance Portfolio within Program
Pew's government performance work identifies and advances effective approaches to help solve complex challenges at all levels of government in the United States.

The portfolio's work can be traced back to our founders' early efforts to improve the lives of Americans by supporting efforts that promoted health, civic engagement, and democratic ideals. Today, we conduct research on emerging topics, develop data-driven reports, and highlight innovative, non-partisan approaches in addressing complex problems at the federal, state, and local levels as well as the interplay that can occur between jurisdictions. Current initiatives focus on health, fiscal and economic policy, and safety and justice, and take into account significant trends such as evolving technologies, and the increasing racial and ethnic diversity in the United States population.

Our teams explore and advance effective, evidence-based policies using credible, timely, and accessible research, assessing public support for change, identifying approaches that have proved successful elsewhere, and bringing together diverse perspectives to find common ground. We work in collaboration with organizations that share our commitment to rigorous research, measurable results, and public service, and we focus on developing durable policy change. In addition, our teams use strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public.

Project Overview
The safety and justice unit (S&J) currently includes three Trust-operated projects (TOPs): the public safety performance project, focusing on the criminal legal system; mental health and justice partnerships, which seeks to improve responses to people in behavioral health crisis; and civil legal system modernization, which provides state and local leaders with nonpartisan analysis and technical assistance of court policies and processes. The Project is currently developing new focus areas, to be launched in and beyond 2024. The research, strategy and development unit (RS&D) serves the entirety of S&J by producing research, supporting policy change strategies, and exploring issues for future work that will increase our reach and impact.

Position Overview

The principal associate will help advance the Safety & Justice unit's goals by conceptualizing, producing and managing timely, high-impact research and collaborating with colleagues who are focused on technical assistance, partnerships, communications, and other activities to improve the systems people in the U.S. rely on for safety and justice. The principal associate will also provide technical assistance in the development of new focus areas, including conducting field and literature reviews and environmental scans. The position involves extensive writing tailored to making research findings accessible to identified key audiences and working with external partners to produce research and publications. The position reports to the Senior Manager, Safety & Justice.

Pew is seeking candidates with an educational and employment background in social science research, knowledge of the legal system (including courts and other justice system components) and its intersection with other health and social systems, and experience managing projects involving external partners, complex issues, and large data sets.

Located in Pew's Washington, D.C., office, this position is eligible for up to 60% telework.


  • With research and program leadership, participate in developing a research agenda that advances overarching strategies by identifying and prioritizing salient topics, identifying possible research partners, and developing and managing timelines for the completion of research projects.
  • Both independently and with contracted partners and other staff, produce rigorous and timely research that will sharpen the national conversation and inform key stakeholders and evaluations that test the effectiveness of innovative practices and policy reforms .
  • Work collaboratively with communications and outreach staff to effectively convey research findings to key audiences and develop, author and execute digital and print products.
  • Represent the safety & justice unit and Pew by organizing, attending, and speaking at in-person and online meetings and conferences and presenting on research findings to policymakers and other stakeholders.
  • Develop and maintain professional relationships to broaden Pew's pool of potential partners and collaborators.
  • Foster a work environment that is diverse, equitable, inclusive, and accessible and in line with Pew and the project's related goals.
  • Participate in activities that support program and Pew-wide objectives.


  • Experience producing quantitative and qualitative research related to criminal legal systems, behavioral health crisis, or other related social science topics.
  • Demonstrated analytical skills applied to public policy issues, including synthesizing and summarizing large amounts of information and focusing quickly on the essence of an issue.
  • A clear, effective writing and presentation style.
  • Aptitude to think strategically and creatively, adjust to changing circumstances, develop project plans, remain attentive to details and exercise sound judgment in problem-solving.
  • Demonstrated time- and project-management skills, including meeting multiple deadlines by maintaining a high level of organization and overseeing research conducted by external partners.
  • Aptitude to apply a non-partisan, evidence-based approach to the presentation of research findings.
  • Bachelor's degree or equivalent experience is required. Applicant should have completed coursework or the equivalent in advanced quantitative and qualitative research methods, to include effective use of data analysis software.
  • Generally, six years of applicable experience.

This position requires occasional domestic travel to meetings and conferences.
