    Position Summary:

    Positions in this class provide security functions to protect and ensure the safety of the buildings, facilities, and grounds of City-Owned assets. They respond to alarms and urgent asset emergencies at all hours, including off-hours (swing shift, graveyard, and weekends). All tasks support employee wellness and safety. Patrol for the purposes of this classification is defined below under typical duties.

    The Water Security Specialist classification is located in the following bureaus:

    • Portland Fire and Rescue (PF&R)
    • Portland Parks and Recreation (PP&R)
    • Portland Water Bureau (PWB)

    The eligible list from this recruitment may be used to fill current and future, regular and limited-duration vacancies in Portland Parks & Recreation, Portland Fire & Rescue, and Portland Water Bureau.     Portland Parks and Recreation:

    Vibrant Community Services Area - Portland Parks and Recreation is actively recruiting to fill multiple positions in the Safety, Security and Emergency Management group.

    As an Asset Security Specialist with Portland Parks and Recreation, you will:

    • Patrol and monitor buildings and grounds in a designated area by foot and/or vehicle, checking for unauthorized access and suspicious people/circumstances; check locks, doors, and gates; provide building surveillance via telemonitoring.
    • Respond to intrusion alarms or other suspicious circumstances by checking the area and intervening or collaborating with Security Leadership, Park Rangers, and other law enforcement personnel as appropriate; assists law enforcement personnel upon request.
    • Monitor grounds for general safety hazards that would endanger the public or staff and reports these for needed action or repair.
    • Responds to asset emergencies such as alarms; monitors the situation; contacts the Supervisor on duty and Dispatch as appropriate; follows directions of the Supervisor in charge to perform functions such as reading facility maps to determine the location of the emergency; and assists crew responding to the emergency as directed.
    • Responds to customer calls for emergency asset management.
    • Operates two-way radio to convey or obtain necessary information.
    • Assists with leadership and training of employees in safety procedures.
    • Responds to questions from citizens; explains city code, policy and procedures and/or refers citizens to the proper staff.
    • Maintains routine records; logs incidents in records; and writes daily reports of activity.
    • Administers first aid and call for emergency aid, if needed.
    • May be assigned to chronic nuisance areas to observe and report as a Security presence.
    • Performs related duties as assigned.

    Asset Security Specialists are distinct from Park Rangers in that they focus solely on asset and grounds access control monitoring. Asset Security Specialist patrols and inspects buildings and grounds for unauthorized access. City code Title 20 enforcement remains the duty of the Park Ranger classification.

    As essential employees, Asset Security Specialists may be called back to work during emergencies.

    Portland Water Bureau:

    Water Security Specialists provide security and patrol functions to protect and ensure the safety of the buildings, employees, facilities and grounds of the Water Bureau; and are first responders to water system emergencies during off-hours (swing shift, graveyard and weekends). The Water Security Specialist patrols and inspects buildings and grounds in a designated area by foot and/or vehicle; checks unauthorized access, suspicious people/circumstances; checks locks, doors and gates; provides building surveillance via telemonitoring; responds to intrusion alarms or other suspicious circumstances by checking the area and intervening or calling law enforcement personnel as appropriate; assists law enforcement personnel upon request; inspects grounds for general safety hazards that would endanger the public or staff and reports these for needed action or repair; and conducts crime prevention through environmental design surveys, documenting findings and recommending appropriate action.

    The Water Security Specialist also responds to system emergencies such as main break; investigates the situation; contacts the Water Control Center operator or supervisor on duty; performs emergency shutdowns as needed to stop the flow of water and prevent property damage; establishes traffic control to protect the public; and assists the crew responding to the emergency as directed.

    2. Experience handling disruptive situations and individuals.
    3. Knowledge of emergency response techniques and first aid, with the ability to assess when emergency aid is needed.
