California Volunteers, Office of the Governor is the state office tasked with engaging Californians in service, volunteering, and civic action to tackle our state’s most pressing challenges while lifting all communities.

From the California Climate Action Corps, the country’s first statewide climate corps program, to the #CaliforniansForAll service initiative launched in response to COVID-19 to establish a volunteer corps to support the state’s response to emergencies and disasters, California Volunteers plays an integral role in tackling the state’s problems with an opportunity to serve.

Led by the state’s Chief Service Officer, Josh Fryday, California Volunteers is supported by a bipartisan 25-member Commission and a team of experts driven by a mission to empower and mobilize all Californians to volunteer and serve in their communities.

Position Description:

The Youth Jobs Corps Program Director “The Director” will lead and support the outreach, design, development, and implementation of the Governor and California Volunteers $185 million investment in Youth Jobs Corps Program. The Director will research models of service and impact as well as collaborate with regional grantees, and local leaders on monitoring, reporting, and progress of the program. The Director will work with regional partners, External Affairs Regional Managers on determining key progress indicators and collectively set benchmarks for the program. In addition, the Director will engage local leaders to ensure successful implementation of the program. The Director will support the Director of External and Legislative Affairs with implementing regional external relations strategies across the state. Duties:

Programmatic Duties:

·        Lead and support the outreach, design, development, and implementation of the CA Youth Jobs Corps Program

·        Regularly communicate with cities, counties, local government and regional partners and integrate their feedback to enhance the program and determine improved outcomes

·        Outreach to and communicate with grantees and other potential partners on a regular basis

·        Lead and design the program experience with designated grantees and other partners.

·        Write request for applications, create review and approval processes

·        Manage project timeline for the program

·        Lead the state evaluation of the program

·        Work closely with the Operations Division to ensure grantees meet reporting deadlines

·        Monitor outcomes and outputs of the program while ensuring overall program compliance with federal and state rules.

·        Provide technical assistance to grantees on program implementation

·        Assist with developing and coordinating regional strategies for engagement and outreach for the External Relations team

·        Support planning of events, including preparing briefing materials, and follow up materials as needed

External Affairs Duties:

·        Support and coordinate CV’s external affairs activities to effectively and efficiently communicate key information to the public, local municipalities and various stakeholders

·        Conduct outreach to engage stakeholders and ensure they are fully informed of the relevant initiatives and programs

·        Assist with building and fostering relationships with Mayors, key elected officials, non-profit partner and community leaders to obtain their continues support of the program.

Qualifications:

·        Bachelor’s degree required; Master’s degree preferred

·        Outstanding interpersonal and public speaking skills to represent the organization with both internal and external audiences. Ability to work effectively in a dedicated, mission and team-oriented office environment

·        Mission-driven, highly organized, creative, and self-motivated with the ability to prioritize and manage multiple projects simultaneously while being able to work under short deadlines, and deliver in a rapidly changing, fast-paced office environment

·        Ability to learn and apply new skills

·        Ability to provide feedback and follow up on tasks

·        Knows when to act independently and when to consult for advice on decision-making

·        Deep understanding of government operations and programs, specifically at the city and county level and experience building relationships with state and local stakeholders

·        Experience in project management

·        Ability to work extended hours

·        Experience in program design and implementation

Location and Travel:

·        Position is currently partly remote but will eventually be located in the Sacramento area.

·        Some travel required. For local/regional travel, valid California Class C Driver license and valid automobile insurance needed or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
