The Maryland Clean Energy Center (MCEC) is seeking enthusiastic, creative, motivated and qualified individuals who will be excited to fill the position of Marketing and Communications Director. The candidate selected to fill this leadership role in the organization will work among a team of talented, passionate individuals with shared focus on achieving the mission of this statewide green bank. Responsibilities include developing, implementing and managing all internal and external marketing and communication plans and strategies; and oversight of digital and social media; along with sponsorship development and coordination of events.

MCEC was created to fund and facilitate a clean energy future. To fulfill its mission MCEC offers procurement and technical support for project development, provides access to capital, engages in consumer education, and fosters climate tech innovation to advance the adoption of clean energy and energy efficiency products, services and technologies.

Marketing and Communications is a division of MCEC dedicated to supporting the success of the organization promoting fee generation services and awareness building outreach activities targeted toward industry, government and consumer audiences. This ideal candidate will be an experienced and highly motivated individual with the skills and experience to lead the marketing and communications efforts to effectively broaden awareness of MCEC its services and affiliated programs, as well as its impact within Maryland and the nation in efforts to achieve decarbonization and environmental justice.

The individual in this management role will report directly to the Executive Director, tasked with the development and implementation of marketing and communications strategies to meet the mission, objectives, and promote the services, programs and impacts of MCEC. The individual manages staff and contractors to successfully execute all marketing and communications related activities for the organization including: social media, media relations, web presence, project-specific public relations, event management, sponsorship development and publicity as well as production and distribution of collateral materials and informational resources targeted to stakeholder audiences.


  • Develop and executes strategic marketing and communications plans and messages consistent with the strategies, values of the Center’s mission and objectives and works within budgets approved annually.
  • Provide communications support for MCEC programs through media relations, events and publicity, informational resources and project-specific public relations.
  • Create marketing and communications content, materials with messaging that is compliant with MCEC brand guidelines.
  • Work collaboratively with industry and utility leaders, policy makers and government officials, capital providers, entrepreneurs, and representatives of other Green Banks to develop coordinated, strategic communications. This may require travel and driving to various locations across the state of Maryland.
  • Oversee all messaging for and promotion of MCEC products, programs and events, including but not limited to the Maryland Clean Energy Capital Program (MCAP), Clean Energy Advantage (CEA) Loan Program, Maryland Commercial Property Assessed Clean Energy (MD-PACE) Program, Climate Catalytic Capital (C3) Fund, Clean Energy Summit and an annual Legislative Reception, in addition to certain grant related initiatives, webinars, events and programs as necessary.
  • Serve as brand manager. This includes collaborating across the organization to support, guide, and enforce brand management and serve as a trusted and accessible resource for MCEC colleagues.
  • Ensure marketing and communication strategies, messaging, and content reflect and support the center’s commitments to diversity, inclusion, and social justice as central to our mission.
  • Provides IT and digital media services as well as database management including the subscriber list for organizational mailings and notifications.
  • Strategically develop and maintain the content of the MCEC, and affiliated program, websites, social media and all digital communications.
  • Develop and implement outreach and education programs as appropriate.
  • Assist with grant writing and deliverables of grant funded activity.
  • Manage procurement, directs and supervises contractor support of marketing and communications division activities.
  • Support MCEC fundraising and business development activities.
  • Monitor and track key performance indicators for the division and the organization to prepare, publish and distribute an attractive and informative Annual Report.
  • Drafts, edits & publishes newsletter, press releases and blog/articles – quarterly at minimum.
  • Represents the organization as needed at public events.
  • Performs other duties as assigned.


Manages and supervises staff, consultants, contractors and a budget to achieve the goals and objectives of MCEC. Responsibilities include interviewing, hiring and training; planning, assigning and directing work; appraising performance; rewarding and disciplining employees and addressing complaints and resolving problems; managing development of contract solicitations, negotiations and deliverables for contractors and consultants.


Bachelor’s degree from an accredited educational institution in Marketing, Communications or Journalism plus 6 years of communications and public relations experience at progressively increased levels in administrative, government or professional work. Advanced degree, continuing education or professional credentials in communication, marketing, journalism, public relations, leadership or related field preferred.

Note: Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience to one year of education, for up to four years of the required education.


  • Strategic planning capability and experience developing marketing plans for implementation.
  • Strong, concise, writing and design skills for a variety of applications including publications, websites, and displays along with effective public speaking and presentation.
  • Demonstrated project & budget management skills.
  • Ability to meet critical deadlines and execute multiple tasks.
  • Ability to foster a cooperative environment and to work in a collegial fashion with peers in other organizational units.
  • Working knowledge of PC based Office applications including Excel, Outlook, Microsoft Word, Powerpoint, Publisher or other design software, and a data base management tool.
  • Familiarity with website content management, email marketing systems, and design software desired.
  • Knowledge of the energy industry, renewable energy fuels and generation as well as energy efficiency initiatives a plus.
  • Must be able to pass a standard physical exam for this job.


Motor Vehicle Driver’s License for Passenger Vehicles


Employee performing this job works in an office environment. Regularly is required to speak, read, use personal computer, attend meetings, and interact with the public. Rarely is required to climb steep slopes, ladders, walk long distances, board boats, and be in an industrial setting.


While performing duties of this job the employee regularly works in an office environment. Rarely is exposed to high noise, heat, moving mechanical parts, toxic waste and odors.
