The Supervisory Program Specialist (Assessment & Placement) performs the following major duties:

Supervisory Responsibilities:

  • Leads, supervises, and directs the Volunteer Placement Program Implementation and Coordination through subordinate Placement Specialists.
  • Ensures an even distribution of work, balancing assignments within the team.
  • Monitors the status and progress of work and make day-to-day adjustments in accordance with established priorities for the Office of Placement, VRS and the Agency in order to optimize country fills.
  • Instructs employees in specific task and job techniques. Reviews staff productivity, monitors areas of concern, and oversees implementation of solutions presented.
  • Maintains current knowledge of Placement policies and issues. Provides information to staff regarding procedures, policies and directives. Conducts relevant training for staff.
  • Advises Placement Specialists about processes and questions that may arise regarding the re- application issues.

Program Planning/Management:

  • Assists in determining the need for written policies and procedures, oversee their development, and review and recommend approval upon completion.
  • Develops and maintains standard operating procedures that inform and support coordination between the Placement Office and other relevant Agency units.
  • Conducts periodic evaluation of ongoing functions to ensure that programs meet their stated goals. Identify areas where operational efficiency can be enhanced and recommend related enhancements to the Director of Placement.
  • Remains current on the agency's major program development trends and trends affecting the supply and demand of generalist and specialist Volunteers.
  • Recommends actions necessary to maintain or improve the quality and quantity of services, introduce or refine automation, reassigns personnel, and proposes the modification of unit resources.
  • Directs and reviews all reporting, and analysis of statistical data relating to program operations and directs and personally performs special studies regarding this data. Devises new analytical techniques to evaluate complex programs.

Liaison, Coordination with Regions and Other Stakeholders:

  • As Liaison, Serves as point of contact for Regional Recruitment Supervisors. Facilitates discussions with Regions and Posts about skill sets required by country programs. Collaborates with Regions to standardize and oversee the creation of and monitor Job-Specific-Requests (JSRs). Provides JSR-related advice to Regions regarding training class balance and general training class inquiries.
  • Develops effective relationships with regional program and training advisors and field assistance staff in relation to overseas project planning and review.
  • Provides customer service to candidates to help them move through the placement system and coordinate with Posts, Regions, the Office of Health Services, and other Agency units as required to assist candidates through the placement process.
  • Collaborates with regions on designing strategies for optimum fill rates, and likewise works on short term trainee input shortfalls.

  • You must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination.
  • Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees.
  • All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
  • This is not a bargaining unit position.
  • A one-year supervisory probationary period is required.
  • The initial appointment to this position cannot exceed five years.

This vacancy is being announced at one grade level: FP-03

FP-3: Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience include: Experience assisting in determining the need for written policies and procedures, oversee their development, and review and recommend approval upon completion; Experience developing and maintaining standard operating procedures that inform and support coordination between various offices and divisions; Experience coaching, mentoring and developing staff, including overseeing new employee training and career development opportunities.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP-4 or GS-12).Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).All qualification requirements must be met by June 17, 2024. Qualification claims will be subject to verification.

Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).
