Data Governance Analyst (Analyst II) – Limited Duration

The Data Governance Analyst position will be part of the Portland Bureau of Transportation’s (PBOT) Strategy, Data, and Performance Team. This team is situated within PBOT’s Office of the Director and is responsible for advising and setting bureau-wide standards around organizational strategy, data governance, performance measurement, and operationalization of adopted policy.

Every day, PBOT collects, analyzes, and uses data to support the work of 900+ employees, $19 billion in transportation assets, and Portland’s dynamic, multimodal transportation system. In recent years, PBOT has established a data governance program and begun standardizing data policies, procedures, and tools under the leadership of PBOT’s Data Strategist. The Data Governance Analyst will report to the Data Strategist, helping operationalize these standards bureau-wide, while also ensuring PBOT’s data governance practices support the City’s transition to a more unified administration model through charter reform.

The Data Governance Analyst will exercise research, facilitation, stakeholder coordination, project management, and communication skills to support PBOTs data governance program. They will also work closely with bureau data partners, including project teams, data analysts, data stewards, program managers, web developers, database administrators, software engineering architects, and information security specialists.

This position is being advertised as a Limited Term role to support critical and time sensitive governance-related efforts relevant to the City’s charter change process.

 Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

What you’ll get to do:

  • Champion and support the integration of data governance policies and standards across the bureau. This includes participating in monthly PBOT Data Governance Committee meetings and leading other work groups to formalize accountability and behavior around the definition, production, and usage of data.
  • Monitor and ensure PBOT compliance with policies, standards, and procedures that are developed and approved by the city-wide data governance committee and/or through other city-wide processes.
  • Coordinate data issue resolution projects at the direction of PBOT’s Data Strategist, with the aim of advancing PBOT’s data governance goals of Integration, Accessibility, Sharing, Value, Security, Privacy, and Equity. 
  • Audit City and PBOT policy, code, and rules and create common standards, in collaboration with Code and Rule Analyst, to ensure consistent understanding and use of concepts and tools.
  • Support data privacy assessments and help draft policies and procedures to address privacy concerns.
  • Exercise research and analytical skills, facilitation and stakeholder convening, project management, and communication skills to support the creation and implementation of citywide data governance.
  • Answer questions and provide support to Bureau staff implementing best practices for data collection, management, analysis, and data sharing. 
  • Optimize the ability of PBOT staff and stakeholders to use data to generate insights and support equitable outcomes.
  • Present data and insights for consumption by bureau leaders and stakeholders.

  • Knowledge of History: You understand and acknowledge institutional and structural racism and biases and their impacts on underserved and underrepresented communities and the City of Portland’s history.
  • Self-Starter: You are an ambitious self-starter who can work independently in addition to being excited about collaboration opportunities.
