Duties

The Management Analyst performs the following major duties:

  • Human Resources Management:
  • Serves as VRS primary liaison with the Agency's Human Resources Office. Independently performs program liaison duties to address human resources administration issues that are not always susceptible to direct observation and analysis, such as developing informational materials based on knowledge of internal operations, agency human resources policies, budgetary constraints, and work priorities.
  • Reviews, analyzes, and provides advice on human resources management requests submitted by managers. Recommends appropriate action or suggests alternatives. Analyzes and makes recommendations for best utilization of human resources in the organization. Provides guidance and assistance to supervisors and staff on all human resources issues. Communicates, interprets, and advises on human resources policies, regulations, and procedures. Keeps managers informed of the status of on-going personnel actions. Provides advice on solving complex human resources-related problems.
  • Reviews, analyzes, and interprets incoming human resources management requests. Develops and disseminates informational materials to managers, such as upcoming deadlines, policies, protocols, procedures and updates to ensure timely implementation.
  • Research & Analysis:
  • Assists in designing and conducting comprehensive organizational studies in order to identify and propose solutions to management problems. Develops VRS policies and procedures regarding resource utilization, organization, mission and functions, work measurement, workload analysis, productivity measurement, and assessment of workforce utilization. Identifies and proposes new organizational structures, realignment of functions, and/or staffing levels for optimum workforce utilization and productivity.
  • Plans organizes and directs team study work, with input and coordination with other analysts and subject-matter specialists; assigns segments of the study to various participants; coordinates the efforts of the group; consolidates findings into completed report.
  • Appraises VRS management on issues involving substantial resources, or requiring changes to established procedures. Develops proposals and recommendations to resolve issues of conflict with goals, objectives and implementation schedules.
  • Gathers information and provides thoughtful analysis and advice on complex administrative and program issues such as standard and unusual circumstances effecting payroll, benefits, employee relations, personnel management, policy, etc. Remains current in subject matter and researches and collects relevant information from varied sources, some of which are difficult to access.
  • Serves as VRS expert on the Human Resource Management section of the Peace Corps Manual and ensures compliance.
  • Administration Management:
  • In compliance with PC policy, formulates internal office procedures to resolve conventional problems and situations within VRS and between agency offices. Uses judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance.
  • Works closely with the CAO in the resolution of problems and issues related to substantive mission-oriented programs that influence the development and maintenance of relationships with various agency stakeholders in government
  • Provides technical assistance to the CAO, as well as other VRS staff on administrative policies, operations and issues.
  • Staff Development:
  • Responsible for administering the VRS Staff Development, including but not limited to, conducting organization analysis and management studies to assess learning and developmental needs; tracking staff training plans, coordinating New VRS Training (NVT), and serving as a liaison with the Office of Staff Learning & Development (OSLD).
  • Supports VRS organization development efforts by participates with VRS management on all phases of planning, implementing, and administering staff development initiatives.

  • All Federal employees are required to have federal salary payments made by direct deposit to a financial institution of their choosing.
  • A one year trial period is required.
  • This is not a bargaining unit position.

  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.
  • Initial appointment of employment cannot exceed five years.

Specialized Experience:

This vacancy is being announced at two grade levels:


FP-4: Qualifying experience for the FP-5 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience developing and disseminating informational materials to managers, such as upcoming deadlines, policies, protocols, procedures and updates to ensure timely implementation; Experience reviewing, analyzing, and providing advice on human resources management requests; Experience gathering information and providing thoughtful analysis and advice on complex administrative and program issues.

FP-3: Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: : Experience developing and disseminating informational materials to managers, such as upcoming deadlines, policies, protocols, procedures and updates to ensure timely implementation; Experience reviewing, analyzing, and providing advice on human resources management requests; Experience gathering information and providing thoughtful analysis and advice on complex administrative and program issues; Experience drafting correspondence, recommendations, reports and memoranda related to administrative issues.
