    People and Culture (HR) Manager - New England

    Reports To: Executive Director. This position has no supervisory responsibilities.

    Salary and Hours: $32.24-$34.64/hour. Position is part-time, 32 hours per week. Paid time off includes 3 weeks vacation, increasing to 4 weeks after two years tenure, 8 personal days and 13 paid holidays/year. Health benefits. Parental, family and medical Leave. Sabbatical after 5 years. Monthly Home Office Stipend. Mileage reimbursement at the IRS rate. Retirement plan.

    Geography: The People and Culture Manager must reside in our service area of New England and New York.

    General Statement of Duties

    The People and Culture (HR) Manager manages the overall provision of HR services. The P&C Manager partners with management in the development and implementation of capacity building strategies, organizational design and development. They implement policies, and programs that serve the interest of employees and the organization. They support management in employee recruitment, onboarding, retention, staff development and employee relations. They maintain the HRIS and administer employee benefit plans. The P&C Manager implements and administers programs that support CDI’s values, employee wellness, satisfaction and commitment to DEIJ.

    Examples of duties:

    Recruitment and Onboarding

    • Partner with management in organizational design and development
    • Maintain library of job descriptions
    • Provide support to hiring committees from job development to recruitment and onboarding
    • Administer hiring and termination processes, ensuring compliance with Federal law and organizational priorities

    Compliance/Communication/Training

    • Ensure the organization is in compliance with all Federal, State, and other HR-related laws
    • Keep abreast of regulatory and legal changes to inform management, revise resource materials and conduct trainings about impact of changes
    • Review and maintain Orientation Handbook and Employee Handbook
    • Consult and advise program leads
    • Field questions from staff

    Compensation and Benefits

    • Human Resources Information System
      • Serve as system administrator
      • Administer system access
      • Maintain employee files in accordance with applicable laws and regulations
    • Employee benefits:
      • Administer enrollments, terminations and changes
      • Review, maintain and investigate health care and ancillary benefit opportunities
      • Manage and administer benefit renewal processes
      • Maintain employee benefit reference materials
      • Field requests for information
      • FSA/HSA admin and compliance
      • COBRA admin and compliance
    • Compensation:
      • Leads Compensation and Benefits Committee’s annual review of CDI’s compensation and benefits programs; formulate recommendations based on benchmarks and surveys
      • Implement changes in employee compensation
    • Provide continuous education and support to staff on employee benefits programs and plans

    Staff Development

    • Develop and implement performance management systems
    • Coach supervisors on developing staff work plans and conducting constructive reviews
    • Partner with management to develop and implement professional development programs and resources
    • Partner with management to develop core competencies for each position
    • Provide counseling to employees as needed

    Organizational Culture

    • Lead or coordinate programs that drive and support organizational culture including but not limited to organizational values and DEIJ initiatives

    Position Requirements:

    • Knowledge and experience in employment law (Northeast states), compensation and benefits, staff recruitment, retention and engagement, and professional development
    • Effective communication skills (verbal and written)
    • Outstanding interpersonal relationship building and employee coaching skills
    • Demonstrated ability to be a resource and thought partner to the leadership team
    • Excellent computer skills and comfort with technology
    • Ability to work well both in a team and independently

    Qualifications and characteristics:

    • Minimum of a Bachelor’s degree or equivalent experience in Human Resources,

    Business, or Organization Development

    • Minimum 5 years of progressive leadership experience in Human Resources positions
    • Specialized training in employment law, compensation, employee relations, and professional development preferred
    • SHRM certification preferred
    • ADP experience a plus
    • Must reside in the service (New England and New York)
