U.S. Legal Services Manager

IRAP is seeking an experienced Legal Support Manager with strong problem-solving, customer service, management, and organizational skills to work with a growing team of attorneys and staff who assist refugees and other displaced persons by advocating on their behalf and supporting a network of volunteers to represent them pro bono. The Legal Support Manager works closely with the attorneys in IRAP’s New York City office, reports to the U.S. Legal Services Deputy Director, and is responsible for supporting case docket management systems, providing administrative support, and supervising a team of legal support staff, including caseworkers and legal assistants Candidates who are interested in obtaining partial Department of Justice Accreditation with IRAP’s support may also handle a small docket of active immigration cases. 


  • Provide administrative support to the U.S. Legal Services department, including: uploading and maintaining data in the Legal Services Department’s case docket management system; ensuring adherence to department and organization-wide policies; overseeing casework support; proofreading, redacting, and submitting documents
  • In consultation with the U.S. Legal Services Department leadership and supervising attorneys, manage the department’s casework support processes and supervise the transfer of appropriate responsibilities to the legal support team, updating procedures as needed
  • Oversee the U.S. Legal department’s intake process, ensuring that casework protocols and timelines are being met, and addressing needs as they arise (e.g. liasing with the IT  and M&E teams for systems issues).
  • Supervise and mentor legal support team staff, including: overseeing workflow, evaluating and managing performance including setting goals and objectives, providing mentoring and professional development opportunities, making recommendations for promotions and compensation adjustments, handling discipline, and responding to grievances from staff under their supervision
  • Support recruitment and hiring process for any new legal support staff and occasionally for other legal staff members
  • Maintain a small casework docket and assist with other legal support tasks as needed
  • Other duties, as assigned


  • Minimum of two years of legal assistant, legal support, caseworker, or paralegal experience with at least one year of supervisory experience preferred
  • Bachelor’s, equivalent degree or 4+ years of relevant experience preferred
  • Exceptional communication and collaboration skills with a proven ability to work with colleagues across programmatic areas
  • Strong organizational and time management skills, including the ability to manage multiple incoming tasks and prioritize a wide range of duties
  • Demonstrable record of problem-solving skills, ability to work individually in a self-directed manner and as part of a team with varying roles and priorities
  • Sensitivity to client empowerment and to working with  clients of all background, including LGBTI clients, survivors of trauma, and other vulnerable populations
  • Experience using case management software and technology systems, including Microsoft, Adobe, and Google Suite; experience with Salesforce is a plus  
  • Experience working with legal or humanitarian organizations and/or familiarity with the legal immigration field is preferred
  • Excellent oral and written English skills
  • Additional languages (particularly Arabic, Dari, Farsi, Kurdish, Pashto, Somali, and/or Spanish) are strongly preferred
  • Must be based in New York City or Washington D.C. with willingness to travel to New York City as needed


The candidate will work in IRAP’s office in New York City or IRAP’s office in Washington, D.C. (with travel to New York as necessary).


The annual full-time equivalent salary range for this position is $91,311-$115,804, commensurate with experience
