The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (NYC DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between the government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across NYC.
Established in 1892, the DOHMH Public Health Laboratory (PHL) was the world's first municipal bacteriological laboratory. The mission of PHL is to safeguard the health of all NYC residents by providing quality laboratory testing services that address the needs of the NYC DOHMH and its community partners to prevent and respond to food, clinical, and environmental public health concerns. The work performed at the laboratory has been essential to NYC’s successful public health responses to the 2018–2019 measles outbreak, Ebola virus disease, Legionnaire’s disease outbreaks, and countless foodborne outbreaks across the city, a large meningococcal outbreak, and the COVID-19 pandemic, to name a few.
The DOHMH PHL is seeking to hire a Data Equity Project Manager to support critical laboratory activities around health equity and the COVID-19 response. This position is funded through a Centers for Disease Control and Prevention Epidemiology and Laboratory Capacity grant.
To better address health equity initiatives at PHL, the Data Equity Project Manager will support and advise on data systems modification, develop protocols, and provide comprehensive training for all data collection personnel to comply with the Division of Disease Control data alignment guidelines for disease surveillance systems. This position will work closely with staff and leadership across multiple teams including the Laboratory Information Systems (LIS) unit, PHL Data Equity Committee, and Division of Disease Control Data Alignment Taskforce. It is expected that this position will work 35 hours per week.
· Research and implement data management enhancements to the Laboratory Information Systems (LIS)
· Evaluate quality and representativeness of existing laboratory data and identify quality improvement strategies
· Coordinate with LIS unit and stakeholders (e.g., Cerner, StarLIMS, eOrders) to add new demographic and social variables to LIS, including detailed race, ethnicity, sexual orientation, and gender identity
· Support all units in updating related Standard Operating Procedure Manuals (SOPM) and workflows to ensure implementation of new data fields
· Conduct outreach and education to reporting entities (e.g., hospitals, laboratories, providers) and maintain ongoing technical assistance to support modifications to the existing reporting mechanisms
· Ensure principles and frameworks of health equity and implementation science are integrated into the program design
· Support the build-out of the PHL Equity work plan and assist in implementing the Data Equity Committee’s project deliverables
· Other duties as assigned
· Master’s degree in public health, physical, biological, or environmental science, or related field
· Prior experience with Health Information Systems with a strong preference for experience with LIMS; experience with interfaces is a plus
· Strong project management and communication skills
· Experience leveraging data to advance equity
· Strong analytical skills including SQL, R, SAS are preferred
· Proficiency in planning, managing and carrying out various tasks and responsibilities
· Ability to effectively communicate and liaise with leadership and external stakeholders
· Ability to work independently, be flexible, and handle changing workloads with multiple projects and changing priorities
· Understanding of public health practice, knowledge of health inequities, and social/structural determinants of health
SALARY AND BENEFITS
FPHNYC offers a comprehensive benefits package. The salary range for this position is commensurate with experience.
There is potential for this position to transition to DOHMH and therefore candidates must meet DOHMH eligibility requirements including NYC residency.
