SUMMARY OF PRINCIPAL RESPONSIBILITIES

This position is responsible for managing the Compensation programs in the Human Resource department. The position reports to the Director of Human Resources & Labor Relations. Manage the compensation function of the Human Resources Department. Stays up to date on current compensation-related legislation and trends. Participate in the development and maintenance of compensation programs, systems and tools. Support compensation planning processes and continuously prepare managers to make sound compensation decisions. Point person for response to general compensation matters.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES: The key responsibilities of the Compensation Manager include the following:

Compensation

  1. Function as a ‘hands-on’ manager and serve as the Human Resources Department’s first point of contact for all general compensation matters; provide assistance with HR compensation policy and procedure questions.
  2. Manage the overall administration and design of the AFSC’s position evaluation and compensation systems.
  3. Responsible for processing the fiscal year annual increases, including update of the organization-wide salary families range sheet.
  4. Study external market to make recommendations on compensation changes. These activities include the matching of internal positions to external data using standardized surveys for purposes of making recommendations to management regarding base salary levels, appropriate salary range assignment, total compensation opportunity, and/or hiring ranges for a given position.
  5. Manages daily activities of the compensation unit in the HR department. This includes, but is not limited to, administration of compensation policies and guidelines and working with the Human Resources Manager and Benefits Manager.
  6. Participate in various compensation-related projects which involve revision, development and/or re-design of existing compensation systems, as needed.
  7. Ensure that the administration of various compensation systems are in compliance with established guidelines, processes, and procedures. This may include programs such as temporary salary increases, salary adjustments, etc.
  8. Conducts and participates in compensation surveys or special compensation studies for purposes of maintaining the organizations competitive position within the market place. This may require creation of market-specific surveys, establishment of target audience, communications, data collection, analysis, and feedback on results.
  9. In consultation with the Director of Human Resources & Labor Relations, design & develops Global Compensation Plans as needed.
  10. In concert with the AGS for International Programs and Senior International Human Resources Manager, determine salary for new IP Appointees, including country differentials, savings and danger pay, if applicable.

Pension

  1. Responsible for administration of the AFSC retirement plan database system.
  2. Maintain complete, accurate and up-to-date Retirement Plan records on the USI Pension Portal.
  3. On a regular basis, identify all Retirement Plan participants (including staff, former staff, imminent retirees and retirees) and their current status in the Plan, providing each of them with timely written information and retirement counseling including provisions of the Plan and projected benefits. Calculate benefits payments for individual staff and retirees.
  4. Communicate with the pension vendor(s) about pension benefits and medical insurance deductions for retirees, for both the Formal and Informal Pensions plans. Review vendor pension reports for accuracy and integrity. Identify research and correct errors.
  5. Consult regularly with the Benefits Manager on ongoing communication about retiree benefits issues.
  6. Participate in annual valuation of the AFSC Formal Retirement Income Plan.

Reporting

  1. Prepare, verify and submit annual EEO-1 Report.
  2. Prepare, verify and submit annual California Pay Data Report.
  3. Prepare, verify and submit Department of Labor Reports upon request.

Payroll

  1. Process bi-weekly salary and/or job changes, terminations, etc, in the HR/Payroll System for US staff.
  2. Supervisor Payroll Administrator.

General

  1. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s Degree in human resources, or related HR field or the equivalent in education and experience.

EXPERIENCE:

  1. Minimum of five years’ experience working in a human resources department including compensation and/or benefits process design. Experience in a multi-location, non-profit and/or international organization highly desirable.
  2. Have experience working with salary surveys (i.e. Mercer, Radford, etc.)
  3. Strong Compensation Plan design experience including equity programs
  4. Proven experience in the knowledge and understanding of compensation administration, including short term and long term incentive programs including equity programs
  5. Strong analytical/problem solving skills; written and verbal communication skills
  6. Strong organizational and time management skills
  7. Must have knowledge and/or experience running a HR/Payroll system.
  8. Problem solve payroll issues.
  9. System savvy with previous experience working with a HRIS system (UltiPro, PeopleSoft, etc.)
  10. Must be proactive and able to multi-task in a very fast-paced environment
  11. Strong experience successfully managing a cross-functional programs in a decentralized, global organization. Proven track record of effectively creating a positive work environment and engaging with employees.
  12. Knowledge of applicable national, Federal and state laws and regulations.
  13. Experience working with Diversity, Equity and Inclusion and clear commitment to DEI goals.

  9. Demonstrated ability to handle a heavy workload, to manage stress, and to delegate responsibility.
  10. Ability to work evenings and/or weekends and to travel, as required.

COMPENSATION: Salary Family: Human Resources/Unit Director II Exempt ($60,452 - $88,955) – Comprehensive medical and hospitalization plan; term life, accident and salary continuation insurances, defined benefit pension plan, plus fringe benefits; participation in unemployment and worker’s compensation and social security.
