The Center for Court Innovation is a non-profit organization that works to create a more effective and humane justice system by performing original research and helping launch reforms by guiding justice innovators, nationally and internationally. The Center creates operating projects that have been documented to reduce the use of jail and prison, assist victims of crime, and strengthen communities.

Bronx Community Solutions, one of the Center’s operating projects, seeks to hire a Clinical Director for our Pre-Trial Supervised Release Program, to operate out of the Bronx County Criminal Court. The Pre-Trial Supervised Release Program will provide regular monitoring and referral services to misdemeanor and non-violent felony defendants whose cases are pending Criminal Court. The goal of the program is to provide community-based supervision for individuals who would otherwise be detained pretrial on low bail amounts.

Reporting to the Deputy Director, the Clinical Director will be responsible for overseeing the day to day operations of the clinical team as well as providing clinical supervision and support to pre-trial staff. The Clinical Director will be responsible for monitoring a small caseload of program participants with high needs, specifically those with severe and persistent mental health needs, substance use disorder, co-occurring disorders, as well as utilizing our internal case management system to track and report on compliance. The Clinical Director will be responsible for implementing new programs and overseeing on-going trainings including the Criminal Court Assessment Tool, Clinical Guide, and treatment modalities including but not limited to Cognitive Behavioral Therapy, and more. The Clinical Director will also work collaboratively with court stakeholders, including judges, clerks, prosecutors, and defense attorneys, as well as community-based service providers.

Responsibilities include but are not limited to:

  • Provide clinical and task supervision to pre-trial staff including Case Managers, Social Workers, Senior Social Workers, and Resource Coordinators;
  • Assist the Director of Pre-Trial Services and the Director of Special Initiatives with the professional development of staff, including monthly group supervision of Supervised Release Program staff;
  • Provide case management services to high need participants and additional comprehensive, clinically-informed case management services to individuals with mental illness (and, where appropriate, their families) to help address such issues as substance use, mental health, trauma, domestic violence, unstable housing and vocational needs;
  • Complete intakes of participants admitted to the Supervised Release Program and administer an assessment tool;
  • Perform individual counseling sessions and providing voluntary referrals to community-based services as needed;
  • Assist with crisis intervention and de-escalation, as needed;
  • Monitor compliance through ongoing caseload audits;
  • Conduct outreach to collateral sources to provide supervision and court monitoring, as needed;
  • Oversee, create and facilitate site-specific trainings on a variety of topics including Intimate Partner Violence, Cognitive Behavioral Therapy, Implementation of the Clinical Guide, and other internal trainings as needed;
  • Ensure that staff maintain appropriate and up-to-date participant information in an electronic database and hard files to ensure that programming is effective, performance measures are met, and services have the desired outcomes;
  • Ensure thorough and accurate documentation and reporting on progress and compliance of mandated clients to court stakeholders (including judges, defense, prosecutors);
  • Assist with data collection, program evaluation, and grant writing, as needed;
  • Assist with development and implementation of new programs, initiatives, and interventions including treatment modalities and groups;
  • Liaise and work collaboratively with judges, prosecutors, defense attorneys, and other court and programmatic staff;
  • Participate in Bronx Community Solutions' evening and weekend meetings, events, and programming, as needed.

Qualifications:

  • LCSW required with at least 2 years of supervisory experience;
  • At least 3-4 years of related experience preferred;
  • SIFI certified or eligible preferred;
  • Experience in a court or criminal justice setting preferred;
  • Skilled communicator who can work collaboratively with a multi-disciplinary team;
  • Experience with the homeless and/or unstably housed population preferred; familiarity with housing programs and related community resources to assist participants facing housing instability;
  • Experience with drug/alcohol treatment, mental health services, co-occurring disorders, adolescent development, trauma-informed and strength-based approaches preferred;
  • Candidates must be willing and able to work collaboratively with a variety of court personnel and partner agencies in a high-pressure and fast paced work environment. Court-based social work is an incredibly unique and demanding area of practice, and candidates must be open to constructive engagement with differing and, at times, competing perspectives;
  • Ability to work with people from diverse backgrounds in a culturally-competent manner;
  • Professional demeanor and ability to communicate appropriately with judges and other court personnel;
  • Excellent organizational and interpersonal, communication and writing skills required.

Position Type: Full-time, with flexibility to work evenings and weekends as needed.
