Reporting to: Executive Director and general legal counsel

Hours: Part-time contracted; 25-30 hours a month 

Location: Remote

Kansas Pet Advocates (“KPA”) is a non-profit membership organization committed to elevating the standards of pet animal care in Kansas through legislation and advocacy. KPA is a data-driven organization that relies upon sound research and data to influence lawmakers to protect pet animals from neglect and suffering and support state lawmakers interested in advancing pet welfare and protection.


Overview

Kansas Pet Advocates seeks a contracting relationship with a Salesforce Administrator and Data and Policy Analyst to analyze current public policies, evaluate the effects of proposed legislation, and report on findings to influence political opinions and government action. You will collaborate with a small team of full-time staff and consultants and utilize your expert data analysis and research skills, with an emphasis on understanding research methodology and statistics, quantitative analysis, and interpretation, to advance KPA’s mission and legislative agenda in Kansas.


Salesforce Administrator Responsibilities

  • Serve as the primary administrator for Salesforce Sales Cloud instance with ~6 users.
  • Manage platform users, including new user setup/deactivation and login issue troubleshooting.
  • Manage data imports of Kansas Open Records Act (KORA) spreadsheet data.
  • Create platform enhancements, including adding/editing fields, layouts, objects, and flows to improve data capture and workflow efficiency.
  • Develop and update data reports and dashboards for team use.
  • Monitor and ensure data integrity through conducting internal system audits and running optimizer reports.
  • Prepare for Salesforce release updates and stay current on new features.
  • Answer team questions related to the Salesforce platform and provide any necessary training.


Salesforce Administrator Preferred Qualifications

  • Salesforce Administrator (ADM 201) Certification


Data Entry/Tracking Responsibilities

  • Enter monthly KORA request data into Salesforce, including all inspection data and legal documents.
  • File document copies in team Google Drive after Salesforce entry.
  • Respond to team queries and report requests related to licensee statuses, inspection histories, and legal cases.


Data Entry/Tracking Preferred Qualifications

  • Experience with data analysis, reporting, and data management.
  • Understanding of open records requests, government processes, and legal systems.


Public Policy Analyst Responsibilities

  • Develop and analyze policies, legislative and regulatory proposals, and conduct budget analysis.
  • Generate statistical data (via surveys and other methods) and compile existing data.
  • Evaluate the likely outcomes of policy changes. For example, do the benefits of the new policy outweigh the costs? Will the policy create or solve a problem?
  • Conduct high-quality policy research and disseminate it in clearly written policy papers, reports, blogs, and memos.
  • Analyze factual data to develop narratives and solutions in support of KPA policy positions.
  • Develop and present expert analysis to internal and external audiences through presentations, reports, and web content, including testifying at the statehouse.


Public Policy Analyst Qualifications

  • A bachelor’s degree or advanced degree in a relevant field such as public policy, economics, sociology, political science, or data science.
  • At least four years of experience working in data and/or policy analysis.
  • Strong analytic and writing skills, including the ability to explain technical concepts to diverse audiences and to synthesize data and research into clear, effective arguments.
  • Ability to work independently and collaboratively, often on a time-sensitive basis.
  • Knowledge of companion animal welfare issues is helpful.
  • Experience working for or with advocacy organizations, legislatures, or government entities preferred.
