Job Description Summary

Enterprise Advisors is a mission-based consultancy focused on delivering capacity building and technical assistance in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and other sources. We work with partners to improve the capacity, outcomes and impacts of community development and housing programs and organizations nationwide so that all people have a place to live, grow and thrive.

We are seeking a dynamic director level candidate to lead our Equitable Economic Development (EED) focus area and continue the integration of principles of equitable economic and workforce development, place-based investments, upward economic mobility and racial equity into the broader array of Advisors’ work with public, private, nonprofit and philanthropic partners.

Enterprise Advisors views EED as a way to foster inclusion in the economy, particularly for communities that have been economic development planning and implementation processes. Our holistic approach to equitable economic development is premised on working collaboratively with residents and local stakeholders to develop and strengthen community ecosystems that support upward mobility and wealth building opportunities for those who have been systemically blocked.

Our EED team partners with communities to develop and implement inclusive economic development strategies that foster a robust small business ecosystem and support entrepreneurs of color, support pathways to quality jobs, transform underinvested commercial corridors, and drive systems change by challenging institutional barriers to upward mobility. By working with community, we identify and right-size solutions to address the most pressing economic challenges. Combining strategic thinking, policy and economic and workforce development experience, the EED Team develops data-informed and community-driven solutions that address unique market conditions, promote racial equity, expand tools and resources, and leverage community assets – while building local capacity for the future.

The Director will guide the growth of the EED focus area and team, including business development of comprehensive economic development strategies that center racial equity and related policies or financing mechanisms; business development; data and spatial analysis; and building capacity of local partners to integrate equity and mobility in community and economic development efforts.

The Director will apply lessons learned and best practice research to advance Advisors’ Strategy and Implementation Platform and improve research methodologies and strategy development and efforts to bring innovation to the field. For some assignments, the Director may serve as the team leader or team member for engagements across Advisors’ focus areas. The Director will supervise two to three staff members.

The Director will report to the Senior Director for Strategy and Implementation. The position will be based in Washington, DC.

Job Requirements:

  • Work with communities to advance systems change, analysis and implementation of new strategies and tools to support inclusive and equitable economic development and related policy decisions.
  • Develop methods and approaches to specific engagements to leverage data and other information to assess market conditions to identify place-based opportunities.
  • Support new business opportunities and existing engagements.
  • Lead the development of equitable economic and workforce strategies and plans, at the neighborhood, city/county, state or regional scale.
  • Support integration of engagement team focus areas, platforms, systems, and tools to advance our strategic priorities.
  • Improve collaboration with other Enterprise teams, including Initiatives, Markets, Policy, Investments, Loan Fund, and the Knowledge, Impact & Strategy teams to advance Advisors focus areas.
  • Support the preparation of proposals and budgets for project engagements.
  • Coordinate the work, as required, with client and other Advisors’ staff.
  • Serve as a team leader and/or team member for multiple engagements.
  • Oversee the delivery of technical assistance assignments and review draft work products for quality and responsiveness to client needs.
  • Assist with the preparation of monthly, quarterly and annual activity and financial reports.
  • Recruit additional staff and subcontractors as required to participate in TA assignments.
  • Build the capacity of the Enterprise Advisors team to utilize and interpret data and analysis methods.
  • Lead the identification of new business opportunities and support the preparation of proposals to secure funding for additional work for the focus area.
  • Assist with refinement of internal written policies and procedures.
  • Perform other duties as assigned.

Job Qualifications:

Candidates should have the following qualifications:

  • A master’s degree is preferred.
  • A minimum of ten years of experience in research, qualitative and quantitative analysis for economic, workforce and/or related community development issues and trends.
  • Deep understanding of small business development, technical assistance programs and innovative policies to support small business.
  • Familiarity with small business financing landscape, particularly for businesses that have faced structural barriers to accessing capital.
  • Experience supporting increased capital access for entrepreneurs of color, building equitable small business ecosystems, and inclusive place-based initiatives.
  • Familiarity with best practices that connect workforce, education, and employment systems.
  • Experience conducting market analysis using GIS and other software to inform economic development strategies and policies.
  • Experience in leading teams in development of community-driven strategic plans to address economic, workforce and other interrelated market conditions.
  • Experience and expertise with using data to inform strategies and policies.
  • Strong project management, financial management, and analytical skills.
  • Proven experience with designing and managing outcomes-focused projects and engagements.
  • Proven ability to effectively communicate with clients, community members or stakeholders and team members.
  • Excellent written and oral communication skills.
  • Ability to think creatively about systems change and new ways of approaching complex and historic challenges.
  • Ability to solve problems with good temper and judgment and to maintain effective working relationships with diverse staff, partners and clients. Ability to supervise, energize and lead TA teams.
  • Experience working collaboratively in a large, dynamic organization.
  • Excellent computer skills including proficiency with GIS, Word, PowerPoint and Excel.
  • Ability to travel to out-of-town work sites as required.
