OneSky trains communities and caregivers to provide nurturing responsive care and early education so that vulnerable young children can thrive. OneSky was founded in 1998 to improve the lives of children in China’s welfare institutions. In 2011, OneSky was invited by China’s Ministry of Civil Affairs to train every child welfare worker in the country to implement our evidence-based approach. The OneSky Approach has reached every province of China and now beyond to benefit marginalized children in low-resource settings across Asia. Over 20+ years, always in partnership with government and local communities, OneSky has trained 64,157 caregivers to improve outcomes for 227,212 vulnerable children in mainland China, Vietnam, Mongolia and Hong Kong, SAR. Job Overview

We are at a pivotal moment in our organizational development following the retirement of our Founder and now Strategic Advisor along with the appointment of our new CEO. With strong support from our board and partners, we are embarking on a strategic planning process that will inform the next phase of OneSky’s impact for children across Asia, including scaling programs in current countries of operation as well as expanding into new countries. We are looking for a dynamic and innovative Chief Program Officer (CPO) to join our passionate team that strives to transform systems of care for vulnerable young children across Asia.

The CPO will be the primary steward of the OneSky Approach which brings together responsive care, well-trained adults, safe and engaging learning environments, and supportive local partners to help vulnerable young children reach their full potential. The CPO will guide the development as well as on-going evolution of country-specific and culture-specific curricula and training methodologies that enable practitioners of all types to learn how to deliver high-quality early childhood care and education (ECCE). The CPO will also provide technical expertise, project management, and quality assurance in OneSky’s efforts to drive impact and scale our approach through partners.

Location: Flexible with regular travel to visit program sites in Asia


Executive Leadership Responsibilities:

  • Promote a culture of inquiry, learning and impact across the organization
  • Support organization-wide processes and systems for collaboration across teams
  • Participate in key decisions pertaining to OneSky’s scaling strategy
  • Ensure active representation of OneSky in global ECCE thought-leadership forums
  • Stay up-to-date and advise the organization on innovations and trends in early education, child development, adult and online learning to ensure OneSky is working at the cutting-edge of the field
  • Represent OneSky to key external stakeholders, including governments and funders


Program Leadership Responsibilities:

  • Provide technical expertise, strategic guidance, quality assurance and management of OneSky programs
  • Lead professional development of the Programs Team via training, coaching and mentoring
  • Grow and strengthen OneSky’s online learning platform (1BigFamily) to sustain continuous professional development and engagement of OneSky-trained caregivers
  • Lead the creation of professional development and program materials with support from OneSky staff and external consultants
  • Actively lead program planning, support effective local implementation and delivery, assess progress, identify challenges, and take timely decisions to resolve issues
  • Develop and implement processes and systems with the Operations Team that support replication and scaling of programs in partnership with government and NGO partners
  • Build the capacity of the organization to provide technical assistance and on-going support to government and NGO partners
  • Work closely with the Impact Team and IDinsight in the development and use of monitoring and evaluation systems that leverage evidence and data to drive rapid feedback loops for program adaptation and improvement
  • Collaborate with the Finance Team to create department budgets, approve and monitor program expenditures
  • Support the Development Team in their creation of funding proposals and reports
  • Lead expansion of OneSky programs in new contexts or countries, including assessing community needs, innovating and adapting programs, developing and supporting local training teams, and ensuring programs are implemented with care and awareness of local cultural norms



  • A passionate belief in, and commitment to, training caregivers and communities to provide high-quality ECCE interventions for children in low-resource settings
  • A creative and flexible mindset that considers experimentation an important part of program development
  • Master’s degree in Child Development or Early Childhood Education required, Ph.D. preferred
  • Deep knowledge of best practices for care and education of young children, with a preference for experience working with vulnerable populations
  • Knowledge of Reggio Emilia or similar early education approaches that focus on responsive care
  • At least 3 years of experience at an NGO, association or foundation, preferably at the international level
  • At least 3 years of experience in a senior program management role with proven experience in mentoring staff in order to develop the next level of leadership
  • Strong analytical skills and keen observation skills with the ability to apply insights into practice
  • Results-oriented project management skills along with experience leading and developing high-performing teams
  • Extensive interpersonal skills to collaborate, motivate and collectively drive impact with team members and external partners
  • Excellent English language speaking and writing skills
