Job Summary: Reporting to the Chief Financial Officer (CFO), the Controller leads and oversees all aspects of the accounting operations and development and/or enforcement of internal controls, financial policies, and procedures of the organization. The position is responsible to oversee accounting to ensure proper maintenance of all accounting systems and functions including production of periodic financial reports and accurate financial results. The Controller manages a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the organization's reported financial results, and ensure that reported results comply with U.S. accounting principles, and other compliance reporting, and regulatory requirements.

The Controller will lead all day-to-day finance operations and directly supervise various finance and accounting professionals, including functional responsibility over general and real estate/construction accounting, accounts payable, accounts receivable, payroll, treasury management, financial reporting and grants management and billings. The Controller will ensure that the organization has the systems and procedures in place to support effective program implementation and smooth audits. The Controller works closely with the CFO, organization leaders, and varies departments to appraise operating results and monitor the financial condition of the organization.

General Job Responsibilities:

  • Manage the day-to-day finance operation, implementing systems and procedures to ensure strong internal controls, and maintaining financial health for the organization
  • Manage relationship with external auditors and tax preparers, coordinate all audit activities and ensure timely filing of audits and tax returns
  • Direct oversight on Development and Portfolio accounting: act as liaison between fiscal, asset management, property management and housing development departments with emphasis on coordination, communication and meeting the reporting needs
  • Provide technical guidance and support to fiscal team to ensure compliance with US GAAP and other regulatory requirements, organize and develop training to promote career development for fiscal team members

Overall Fiscal Management

  • Support CFO in engaging the audit and finance committees around issues and trends in financial results
  • Support CFO in providing other management reports as needed to evaluate progress, financial status and needs
  • Collaborate with CFO in managing organizational cash flow forecasting and financial planning
  • Responsible for completion of corporate financial statements that reconcile with partnership and other affiliates to ensure smooth consolidation
  • Support department leaders through the annual organizational budget process with assistance of Senior Corporate Accounting Manager/Budget Manager; administer and review all financial plans and compare to actual results with a view to identify, explain, and correct variances as appropriate
  • Lead day-to-day finance operation with support from Senior Accounting Managers, including but not limited to treasury management, accounts payable, accounts receivables, payroll, grants management and billings, financial statements preparation and reporting
  • Design, establish, implement, and improve systems and procedures to support effective accounting functions, improve accuracy and accountability
  • Assess and improve automation of accounting related activities and to streamline reporting process
  • Maintain internal control and safeguards for receipt of revenue, costs, and program budgets and actual expenditures.
  • Coordinate all audit activity and ensure timely filing of audits and tax returns
  • Oversee all financial, project/program and grants accounting; ensure that expenditures are consistently aligned with grant and program budgets
  • Consistently analyze financial data and present financial reports in an accurate and timely manner; monitor progress and changes and keep senior leadership abreast of financial status
  • Oversee and support portfolio and real estate accounting: perform and assist with financial analysis to promote strategic planning
  • Support development accounting functions: act as technical support and work in collaboration with Housing Development department on LIHTC cost certifications audits and permanent conversion process, including review of partnership and financing agreements, performing cost reconciliations between GAAP and tax basis, supporting development proforma and budget modification process, to facilitate smooth accounting transition from development to operation stage
  • Manage and track the performance of invested assets in keeping with policies and investment guidelines

Supervisory Duties:

  • Supervise a team of 3-4 direct reports and 7-8 indirect reports, train and oversee the work of the fiscal team
  • Leverage strengths of the fiscal team members, help to clarify roles and responsibilities and develop and implement training programs for career development in order to maximize and reach optimal individual and organizational goals
  • Develop work goals for staff directly supervised
  • Prepare and conduct performance reviews for staff directly supervised
  • Responsible for the recruitment, interview, and selection for directly supervised position vacancies
  • Train and educate staff regarding finance and accounting procedures

Minimum Qualifications:

  • Bachelor’s Degree in Accounting or related field, or equivalent experience
  • Seven (7) years of progressive experience related to the financial functions
  • Five (5) years of management or supervisory experience
  • Three (3) years of experience in non-profit/real estate/construction accounting and/or auditing

Preferred Qualifications:

  • Master’s Degree in Business Administration, Accounting, or Tax
  • Licensed CPA
  • Experience with LIHTC and affordable housing industry
  • Experience with MIP and Yardi software
