    Regulatory Advocate - Sacramento, CA (Hybrid)

    Position Summary:

    Under the supervision of the Director of Policy and Legislative Advocacy, the Regulatory Advocate is responsible for supporting Health Access’ regulatory and administrative advocacy efforts on behalf of California’s health care consumers—to expand coverage and access, control costs, protect patients, advance equity and justice in our health system.

    The Regulatory Advocate will represent Health Access as we engage with a variety of state, and sometimes federal, agencies and departments to forward our consumer-focused health agenda and implementation of health policies. We are seeking a team member committed to advancing equity within health care with a strong background in California regulatory advocacy and experience with legislative implementation and the rule making process.

    The position is based at Health Access' Sacramento headquarters, with the added flexibility to primarily work from home, as appropriate. There may be some travel, primarily in the state, to various regional offices and events.

    This position is part of a bargaining unit represented by the UAW.

    Specific Responsibilities Include:

    • Coordinate with other members of the Health Access policy team and Health Access leadership to identify opportunities to support our agenda with regulatory and administrative advocacy.
    • Represent Health Access at work groups, public hearings, and other stakeholder meetings at a variety of state agencies and departments, including DMHC, DHCS, CDI, HCAI, and Covered California.
    • Track rulemaking and regulatory processes for legislation that our organization sponsored or is monitoring.
    • Work with the Policy and Legislative Advocacy Director and collaborate with Organizing and Communications teams to develop strategies to advance our administrative advocacy agenda.
    • Draft comments, correspondence, and talking points in response to proposed regulations and other administrative materials.
    • Testify and deliver comments before state agencies, departments, and other administrative settings.
    • Develop expertise related to a variety of health policy areas to provide strategic advice on how administrative advocacy can be leveraged to support our broader policy work.
    • Build trusted relationships with agency decision-makers, state department staff, coalition partners, lobbyists, and other stakeholders.

    Qualifications & Requirements:

    • Two to five years of experience working with California agencies or departments on rule making, legislative implementation, or other administrative processes related to policy.
    • BA required.
    • JD or MA in public policy-related discipline preferred. Experience with administrative advocacy can replace educational requirements.
    • Experience reading, analyzing, and drafting response to state regulations.
    • Demonstration of political judgment and ability to assess the political environment as related to our advocacy work.
    • Excellent analytical, research, writing, and oral advocacy skills, as well as the ability to articulate complex policy issues and to communicate them clearly and effectively to a variety of audiences.
    • Comfortable speaking publicly to a variety of audiences, including testifying before state agencies or other stakeholders.
    • Ability to demonstrate a high level of emotional intelligence, professionalism, and maturity in a high-stress, fast-paced environment.
    • Passion for health care policy, consumer advocacy, and mission of Health Access.
    • Ability to develop allies and work collaboratively in coalitions; ability to navigate internal political dynamics among partner groups.
    • Ability to work independently when necessary and keep organized in a fast-paced environment, manage multiple projects simultaneously and adjust strategy to frequently changing demands.
    • Ideal candidates would have existing relationships withing the Administration or relevant state departments.
    • Ideal candidates would have experience in health policy or working specifically with or within health-focused departments such as DMHC, DHCS, CDI, HCAI, or Covered California.

    Work Environment:

    The noise level in the work environment is usually moderate to loud, as multiple telephone conversations and normal office equipment continue throughout the day. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

    Compensation & Benefits

    The anticipated salary range for the Regulatory and Administrative Advocate is $75,000-$95,000. Depending on qualifications, a successful candidate can be hired above or below this range.
