Since 1981, the Central American Resource Center (CARECEN) has fostered the comprehensive development of the Latino community in the Washington metropolitan region by providing direct services while promoting grassroots empowerment, civic participation, and human rights advocacy.

Position Overview

Under the supervision of the Housing Director, the Housing Preservation Specialist is responsible for assisting in developing and implementing the goals of the housing program, educating low income tenants and homeowners about their rights, supporting tenant associations, cooperatives, condominium associations and conducting city-wide outreach to tenants and homeowners. The Housing Preservation Specialist will also assist the Housing Director in preparing all administrative reports for program grants and contracts, and will provide assistance with the program’s curriculum. The staff member will also assist in preparing monthly, quarterly and annual reports for the Board of Directors, newsletters and annual reports. The primary responsibility of the position is to provide technical assistance to condo and coop Boards of directors to ensure continued best practices in the management of low-income housing. 

  • Provide support to coops/condominium boards subject to or threatened with displacement.

·        Assist coops/condominium associations to understand their finances and create plans to facilitate communication between boards and members

·        Implement workshops/education to coops/condominium boards on decision making

·        Provide technical assistance to enable both new and established associations to reach their goals, including exercising their right to place a bid on the property if it is placed on the market

·        Provide technical assistance to boards of cooperatives, condominium or tenant associations to facilitate their meetings, develop their agenda, draft articles of incorporation and bylaws, elect officers in accordance with their bylaws and educate tenants on First Right of Refusal Process when needed.

·        Organize tenants and homeowners to advocate for change in housing laws and policies that hurt low-income members of the community

·        Provide translation and interpretation as needed

·        Conduct outreach by distributing educational flyers for tenants and collaborating with other organizations and agencies throughout D.C.

  • Provide Housing Program Director with monthly numbers and narrative reports and other reports as requested.
  • Participate in outside meetings, forums, and trainings as needed and/or requested
  • Promote CARECEN’s discourse on public issues in local media

Other duties that pertain to CARECEN’s work may be assigned by the supervisor.

Qualifications: 

  • Fluent in both English and Spanish
  • Ability to work under a deadline and manage multiple projects.
  • Solid problem-solving skills.
  • Minimum 1 – 3 years of experience in housing and credit/financial counseling preferred
  • Current housing counseling certification preferred.
  • Strong organizational skills.
  • Detail oriented with focus on accurate data tracking and impact.  
  • Dedication to working with low-income and immigrant communities
  • Computer skills (Microsoft Office Suite, etc.) and ability to quickly learn new programs required. 
  • Solid budgeting and math skills.
  • Ability to work in the evening and weekends when needed
  • Must be able to work in a collaborative manner and with diverse groups, including government agencies, foundations, English and Spanish-language media, as well as other advocacy and community organizations.
  • Commitment to public service and the mission of CARECEN is required.
  • Bachelor’s degree in related field

Salary / Benefits

Salary range from 40,000 to 47,000 commensurate with experience and qualifications. Competitive benefits package includes employer-paid medical, dental, vision and basic life insurance, generous vacation, holidays, and sick-leave.
