About CEEJH

The Center for Engagement, Environmental Justice, and Health (CEEJH, Inc) is a new nonprofit focused on helping communities impacted by environmental, climate, and energy injustice with a focus on the Mid-Atlantic region, the Southeast, and other parts of the United States and beyond.. CEEJH, Inc provides technical assistance and capacity-building support to help impacted communities address environmental racism, environmental classism, oppression and related health inequities by following the 17 Principles of Environmental Justice and through INpowerment Science and Liberation Science. CEEJH, Inc continues the vision of Dr. Sacoby Wilson, one of the nation’s leading environmental justice researchers, scholars, and advocates to advance environmental, climate, and energy justice through service and the authentic engagement of local grassroots environmental justice organizations in community- centered, justice-focused applied action-oriented solutions science. CEEJH is about dismantling racist systems, developing cross-sectoral partnerships, and demanding change to ensure that frontline and fenceline communities receive the recognitional, procedural, distributional, and restorative justice that they deserve.


Position Overview

Our team at CEEJH, Inc is looking for well-organized, highly motivated, self-directed applicants who have experience with GIS desktop and server software as well as with developing desktop and web-based GIS applications using a variety of programming languages to join the team as a GIS Fellow. Some of the duties and responsibilities of the Fellow will include:

Core Responsibilities

  • Work as a developer to help design and develop GIS programming applications and tools. This includes using geovisualization tools to map environmental and climate injustice including US EPA EJ SCREEN, Maryland EJ SCREEN, Maryland Park Equity Mapper, the Maryland Climate Equity and Health Mapper, Mid-Atlantic EJSCREEN, CDC EJ Index, CJEST, and other geovisualization tools
  • Understand client needs and develop GIS applications in accordance including analyzing end-user issues and providing solutions
  • Provide maintenance and technical support of GIS applications and mapping tools including the creation of demos and instructional tools for various stakeholder groups
  • Provide technical assistance to frontline and fenceline environmental, climate, and energy justice organizations on state, regional, and national level environmental justice screening and mapping tools
  • Provide technical assistance to local, county, regional governments and agencies on environmental justice screening and mapping tools
  • Assist the team with the use of environmental justice screening and mapping tools in tracking Justice 40 related investments and benefits
  • Assist with GIS analyses and writing reports for various stakeholders
  • Applicants will also be expected to help with the development of grant proposals, manuscripts for publication, and participate in other relevant activities on an as needed basis
  • Applicants will be expected to work in the evenings and on weekends to provide GIS technical assistance support at workshops and other trainings
  • Perform other relevant duties as needed


Minimum Qualifications

  • BS/BA in GIS, Geography, Cartography, Computer Science or other related field w/ GIS experience
  • Ability to work with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, ArcGIS Web
  • Application Builder and Experience Builder
  • Ability to manage GIS data within Oracle, SQL Server, and/or PostgreSQL database environments
  • Ability to develop applications for visualization, analysis, and presentation of environmental and health data
  • Ability to develop GIS applications using two of the following Python, TypeScript, JavaScript, C# (ArcObjects), or related programming languages
  • Experience in web design/development and an understanding of Web 2.0 concepts
  • Strong written, verbal, and interpersonal skills
  • Ability to quickly learn new technologies, work independently, and quickly turnaround maps, application prototypes or other deliverables
  • Excellent skills maintaining or creating application code using javascript and ArcGIS Services with technologies like C#, CSS, AJAX, Dojo, ArcGIS jsAPI, Google Maps, and ASP.NET
  • GIS/Spatial development experience – Use of Google Maps API, ESRI API
  • Possesses strong programming skills using JavaScript to develop software applications and tools
  • Advanced understanding of GIS concepts and technologies and software, including principles of cartography, data analysis, and data visualization
  • Advanced knowledge of and excellent experience authoring and managing map services using open-source software, such as MapServer, GeoServer, or similar
  • Advanced understanding of basic SQL statements and database table design
  • Commitment to diversity, equity, and inclusion

  • Familiarity with environmental justice principles and experience working on projects with a focus on environmental justice and social, economic, and health equity

Preferred Qualifications

  • Master’s degree in GIS, Geography, Cartography, Computer Science or other related field
  • 5 years of experience in GIS and GIS application development
  • A minimum of 3 years of experience designing, building, and delivering web applications
  • Experience developing web applications using ArcGIS API for JavaScript or other JavaScript mapping APIs
  • Excellent problem-solving, verbal and written communication, design, development, and debugging skills
  • Must have a strong understanding of GIS and database fundamentals
  • Must have experience in the development of complex analysis and mapping projects
  • Must have the ability to communicate technical information to non-technical computer users, both orally and in writing
  • Candidates shall have a demonstrated high level of competence in ESRI GIS software suite (Arc 10.x) include, but not limited to, a thorough knowledge of ArcSDE and ArcGIS Enterprise (server, portal, web adaptors, data stores)
  • Must work independently to develop GIS tools and applications, perform complex analyses, and develop multi-layered maps accomplished by using an appropriate combination of tools found in the GIS application suite and other programming environments
  • Advanced skills in geostatistical and spatial analyses (including buffer analysis, cluster analysis, spatial regression, and Moran’s I)
  • Expertise in R and other geovisualization and geostatistical programs
  • Experience working on environmental, climate, and energy justice issues in the non-profit sector

SUPERVISORY RESPONSIBILITY

In this role, the employee may be required to supervise other staff and graduate and

undergraduate students.

EXPECTED HOURS OF WORK

Standard days and hours of work are Monday through Friday, 9 a.m. to 5 p.m. Daily

schedule is flexible within the proximity of this time frame, and will be decided in

consultation with the supervisor. The employee may be required to work in the evenings

and weekends as part of training and technical assistance activities.


TRAVEL

No significant travel expected. Occasional domestic travel may be required for meetings

and conferences.

COMPENSATION AND BENEFITS

  • 100%FTE, exempt position. Annual gross pay is $65,000-$85,000 Salary Negotiable
  • MSC’s 100% FTE benefits package includes:
  • 20 days vacation leave per year.
  • 13 standard holidays, and 2 personal days per year (your personal days are designated as your birthday and hire date anniversary, and should be taken on these dates).
  • 12 sick days per year.
  • 1 week paid MSC family and medical leave after one year of service; an additional week of paid leave for each additional year of service, up to 4 weeks.

There will be a probationary period of 3 months for new hires. We believe in fostering a

This role will commence with remote work and may involve occasional in-person team

meetings. The potential for more frequent in-person work at our office will be open for

discussion between the supervisor and the employee, allowing for flexibility and alignment

with individual preferences and team dynamics.
