    JOB OVERVIEW

    The Senior Manager of Payroll, Benefits, and Compliance is a key member of the People and Culture team and is responsible for a high level of employee engagement and satisfaction. This role will hold a deep expertise in payroll and benefits and will be responsible for overseeing the administration and management of ACF’s payroll and benefits program. They will be responsible for ensuring compliance with all applicable laws and regulations, develop policies and procedures, and seamless administrative processes related to payroll and benefits including audits and filings.

    The Senior HR Manager will shepherd a seamless and streamlined payroll process, and develop a values driven benefits program for all ACF. The Senior HR Manager will stay current with all applicable federal, state, and local laws that impact payroll, benefits, and compliance. This role will be a key partner in audits, ensuring accurate reporting, and compliance at the highest level.

    The Senior HR Manager will also be a key partner in building out new HR infrastructure including global support, HRIS systems, and new benefits.

    The Senior HR Manager ensures a people centered approach to supporting staff that is rooted in care, while ensuring efficient customer service that meets the expectations and needs of a remote staff. The Senior HR Manager actively problem solves with curiosity, applies critical thinking to solutions, and brings a joyful and creative approach to complexity.

    RESPONSIBILITIES

    Payroll Administration

    • Oversee end-to-end payroll procedures and ensure smooth process and compliance as related to wage and hour laws.
    • Maintain knowledge of changes in payroll tax and deduction laws that apply to the payroll process.
    • Review timesheets to detect, resolve payroll discrepancies and manage payroll-related issues.
    • Process multiple payrolls, ensuring accurate payments, deductions, final PTO payments and garnishments, including handling all payroll change forms.
    • Audit and maintain accurate employee information in payroll records.
    • Provide information to employees on payroll matters, tax issues, and benefit plans.
    • Assist with year-end payroll processing, including W-2 preparation and distribution.
    • Collaborate with the Finance Department to ensure accurate recording of payroll transactions in the general ledger and regular audit process in alignment with internal best practices.
    • Maintain knowledge of changes in payroll tax and deduction laws that apply to the payroll process.
    • Manage relationship with POE vendor.
    • Perform other HR and payroll related tasks as needed.

    Benefits

    • Assist in the evaluation, design, development, and administration of ACF benefits including assisting with benefits strategies, vendor management, financial process flows, and presenting recommendations and provides excellent customer service to employees.
    • Collaborate with Legal and Accounting to address benefits-related concerns, projects, and new benefits initiatives.
    • Maintain current knowledge of policies, rules, regulations, and laws pertaining to benefits regulations and ensure company compliance.
    • Reconciles all benefits invoices on a monthly basis in conjunction with the Accounting team.
    • Manage external benefits partner relationship.
    • Responsible for yearly benefits open enrollment process, including review of benefits and negotiation of rates.
    • Ensure new hire benefits enrollment and manage all qualifying life events in a timely manner and customer service driven manner in conjunction with the People and Culture Team.
    • Responsible for responses to employee benefits questions and requests for support and ensuring a timely and satisfactory resolution.
    • Administer FMLA leave requests, ensuring compliance with federal and state regulations. Maintain accurate records of FMLA leave, ensuring confidentiality and compliance with privacy laws.
    • Manage the process for employee accommodations. Coordinate with employees, supervisors, and healthcare providers to assess and implement appropriate accommodations.

    Compliance & Reporting

    • Apply knowledge of federal, state, and local employment laws and regulations related to filing and compliance requirements for employee benefits plans. This includes ACF’s retirement plan, COBRA, ACA, Worker’s Compensation, FMLA, Long-term Disability, Unemployment, Health Savings Account, and Health Reimbursement Account.
    • Review impact of employee benefits tax considerations, particularly related to ACF’s employee benefits plans, and ensure employees understand any tax implications.
    • Administer ACF’s retirement plan and work closely with the plan’s third party. administrators, meeting all compliance requirements related to ERISA.
    • Complete necessary compliance and year-end reporting, including preparing employee census data.
    • Review federal and state required annual and quarterly reporting as well as corrections when and where needed.
    • Work with external vendors in compliance-related matters, including but not limited to 5500 and ACA filings.
    • Responsible for annual HR compliance reporting, including: EEO-1 reporting, Pay Data reporting, and benefit plan non-discrimination reporting.
    • Oversee workers' compensation program and audit.
    • Complete annual review of all pertinent compliance programs.
    • Resolve retirement benefits matters in a timely manner and ensure all employees feel supported.

    Other

    • Oversee the maintenance and enhancement of payroll and benefit systems. Coordinate with IT and external vendors to ensure system functionality and data security.
    • Research, recommend, and implement potential new HRIS system solutions in conjunction with the People and Culture team.
    • Participate in the development and day-to-day management of a compliant global employment program.
    • Actively participate in required convenings, summits, retreats, and staff meetings, and participate in required virtual staff communications.
    • Protect the organization by keeping information confidential.
    • Update professional knowledge by participating in educational opportunities approved by ACF, maintaining networks, and participating in professional organizations as relevant to your role.
    • Perform duties required of all staff to support smooth internal operations such as submitting timely expense reports, reimbursement requests, and timesheets.
    • Perform other duties as assigned by supervisor.

    QUALIFICATIONS

    • 7+ years of Payroll and Benefits experience with experience in non-profits or foundations preferred.
    • Strong knowledge of payroll, employer tax and benefits laws and regulations.
    • Demonstrated proficiency in payroll and HRIS and payroll systems.
    • Strong oral, written and communication skills
    • Strong client service skills: responsive, able to problem-solve, and when necessary, escalate issues and questions.
    • Exhibited understanding of labor laws in multiple states and countries.
    • Ability to problem solve and apply analytical and methodical approach to challenges.
    • Experience within a global staff strongly preferred.
    • Experience with Monday.com, Insperity, and Office365 preferred.
    • Certified Payroll Professional (CPP), Certified Benefits Professional (CBP), or SHRM-SCP, or SPHR designation strongly preferred.
    • Curious, flexible, committed, and willing to learn and grow as part of a small, collaborative team.
    • Joyfully able to work in a start-up environment. 

    SALARY & BENEFITS 

    The salary for this position is $125,000. This position will be remotely based, but will require domestic travel, as needed, including the Foundation’s bi-annual retreats and in-person board meetings as necessary.
