Department: Operations

Supervisor:  Director of Operations  

Status: Full-time Exempt 

Salary Range: $95,000 - $105,000 (Commensurate with Experience)

Start Date: As soon as possible

Position Description:

HIAS Pennsylvania is seeking an enthusiastic, experienced and highly skilled individual to lead the financial operations of the agency as the new Finance Director. The ideal candidate will have previous experience leading the financial operations in the non-profit sector. This is a new position for HIAS Pennsylvania (“Agency”). As an integral member of the Executive Team, reporting directly to the Executive Director, the Finance Director will provide financial leadership and be a catalyst driving financial performance of the organization.


With the operating budget of over 10 million derived from federal, state and city contracts, foundations, corporations, law firms and individual donors, the Finance Director will provide leadership in all areas of the Agency’s financial matters and ensure optimal financial health. The Finance Director will manage the day-to-day operations of the Finance Department Team and be strongly focused on the hands-on management of all financial functions, including accounting, budgeting, cash, fund-source expense allocation, government and foundation grant accounting, and internal and external financial reporting 


Essential Functions:

  1. Review Agency’s short and long-term financial goals and build comprehensive strategies to help the agency achieve its milestones. 
  2. Provide direct oversight for the financial structure and affairs of the Agency. 
  3. Oversee all accounts, ledgers and reporting systems ensuring compliance with appropriate GASB standards, GAAP standards, OMB regulations, Executive Orders and regulatory requirements and ensure accuracy accounting numbers which would be the sole responsibility of this position. 
  4. Monitor and maintain an appropriate system of internal control procedures for continuous accuracy and improvement of financial information. Review internal control procedures and make recommendations for increased safeguards as needed.
  5. Manage and develop the Agency’s Accounting team. Assess the Agency’s overall need for additional Accounting support and be responsible for new staff hiring and delegation of work to finance and accounting team.  
  6. Play a key role in the development of annual operating plans, forecasts, and Agency restructure. 
  7. Update the Executive team, the Board Finance Committee and the Board of Directors on the Agency’s financial health.  Serve as a member of the HIAS PA Board Finance Committee.
  8. Lead Agency’s financial budget process, prepare the agency budget and facilitate HIAS PA Program budgeting process in consultation with Program Directors and Managers. 
  9. Update the Financial Policies Manual and Financial Procedures Manual periodically, as needed, and obtain approval from the Board Finance Committee. Write Standard Operating Procedure for general accounting and grant invoicing.  
  10. Implement protocol for regular grant invoicing to ensure Agency cash flow.  
  11. Manage and prepare Agency’s records for the year-end financial audit performed by independent auditors. 
  12. Assist the Agency’s Programs Director in preparing for and responding to fiscal audits. 
  13. Evaluate the Agency’s investments and provide sound financial advice of investing in assets that maximize revenue and returns in consultation with Agency management and Board Finance Committee. 
  14. Offer insight, analysis and suggestions to improve the financial performance of the agency. 
  15. Maintain relationships with existing financial institutions and evaluate new financial institutions for future use, if necessary. 
  16. Monitor different business and financial metrics, including reports and KPI tracking
  17. Calculating any potential risks of the organization's financial activities.


Qualifications and requirements:

  • Bachelor’s Degree in Finance/Accounting or Business Administration from an accredited institution required. CPA, CMA or other professional designations are a plus.   
  • Seven (7) or more years of highly successful and progressively responsible experience in non-profit accounting, with a minimum of five (5) years management experience.  Experience should be concentrated in a non-profit environment, preferably with comparable size and complexity and should include federal and state grant accounting and invoicing. 
  • Strong "hands-on" management experience with the ability to embrace multiple roles and responsibilities in a multi-funded agency.
  • Comprehensive and current knowledge of general accounting procedures, requirements, and reporting systems.
  • Strong knowledge of general ledger, accounts receivable, accounts payable, year-end-closing process.
  • Skilled in coordinating audit activities and managing reporting, budget development and analysis Experience in supervising Accounting staff and overseeing their work.
  • Computer proficiency and technical aptitude with proven ability to utilize accounting and reporting software; working knowledge of Google Collaboration and Microsoft Office Suite of products. 
  • Advanced QuickBooks experience required
  • Keen analytic, organizational and problem-solving skills; experience in effectively communicating key data, including presentations to senior management, Board, or other stakeholders.
  • Strong interpersonal skills. 
  • Outstanding attention to detail.
  • Experience with preparing for and responding to financial audits.


Other Information: HIAS Pennsylvania is currently working on a hybrid work model. HIAS Pennsylvania requires all staff to be fully vaccinated against COVID-19 with the exception of those with an approved medical or religious belief exemption.
