Job Summary: The Director of Outreach is responsible for providing leadership, expertise and support in the development of Project HOME’s outreach programs.  Those programs include the Hub of Hope (HoH), the Outreach Coordination Center (OCC), and the Ambassadors of Hope (AoH).  These programs employ approximately 40 staff, offer street outreach services 7 days a week, 24 hours a day; and work in collaboration with several public sector organizations, including—the Office of Homeless Services (OHS) and the Department of Behavioral Health and Intellectual Disability Services (DBHIDS). 



Essential Duties and Responsibilities


  • Management

o   Provide strategic and operational oversight of the Outreach Coordination Center and the Hub of Hope by working closely with the Senior Program Managers of those programs, and other direct reports as assigned.  Work with direct reports to conduct annual and ongoing monitoring of program performance. 


o   Provide supervision, accountability and feedback to direct reports using communication that is concise, transparent and proactive.


o   Work with direct reports to promote interdepartmental cohesion, elicit feedback and implement program improvements.


o   Work with direct reports to develop, implement and manage the effective intake of individuals who are chronically homeless, prioritizing persons on our focus lists for placement in recovery, safe havens and supportive housing.   


o   Assist in staff recruitment by working with the Human Resources Department to attract individuals from a diverse and qualified pool of applicants.  Work with direct reports to fill vacant positions in a timely fashion.


o   Manage the department with a sophisticated understanding of how race, gender and ethnicity impact supervisory relationships, participant relationships, and organizational culture.


o   Ensure that outreach employees have access to training opportunities to enhance the quality of the services we provide. 


o   Work with direct reports to oversee the implementation of quality service models and fidelity to evidence based practices.  Assist in proposal writing for new program initiatives and grants. 


o   Conduct audits of records contained in ETO, HMIS, and Webfocus on a semi-annual basis.  Ensure that all progress notes, service plans and reports are completed on time and in accordance with agency and contractual standards. 


o   Work with the VP of Outreach, and direct reports, to oversee the budgeting process for outreach programs, complete budget reports on time, and ensure that outreach programs are operating within budget.


  • Interdepartmental and Interagency Coordination

o   As a member of the Senior Management Team, work collaboratively with other departments to achieve the goals outlined in the Strategic Plan.   


o   Work with DBHIDS, OHS, SEPTA, and the PPD, in addition to other city agencies and private sector organizations to coordinate effective outreach services and advocate for system improvements. 



Minimum Qualifications

  • Minimum of 5-8 years of experience in street outreach or homeless services
  • Minimum of 5 years of supervisory experience

·      Proven management skills (i.e. strong organizational, supervisory and interpersonal skills)

  • Working knowledge of best practices in trauma-informed care
  • Strong written and verbal communication skills
  • Budget management experience
  • A valid driver’s license



Preferred Qualifications

  • A college degree
  • A master’s degree (including, but not limited to—an MSW, MPA, MPH or an MBA)
  • Knowledge of the Philadelphia homeless provider network and social services system. 
  • Knowledge of the Philadelphia drug and alcohol treatment system and/or the behavioral health system
