Organization Overview

VOCAL-NY is building a movement of low-income people dedicated to ending the AIDS epidemic, the war on drugs, mass incarceration, and homelessness. We fight for systemic change rooted in justice, compassion, and love. We approach our work with a firm belief in reducing harm and ending stigma, and the knowledge that the issues impacting our communities are driven by institutional oppression, not personal failings. Our campaigns and direct services have saved or improved the lives of hundreds of thousands of New Yorkers across the state.

At VOCAL-NY we accomplish our goals through community organizing, leadership development, advocacy, direct services, participatory research and direct action. We are based in New York City, with regional offices in Albany and Rochester, and chapters in Buffalo, Syracuse, and Westchester County.

At our headquarters in Brooklyn, we provide onsite and peer-based syringe exchange, overdose prevention, hepatitis C and HIV education, drug treatment education and other services for people who use drugs. Services are provided in a low-threshold, nonjudgmental and culturally relevant manner.


Position

The Chief of Staff is a critical internal leader who is responsible for ensuring that VOCAL-NY maintains strong organizational health and has in place effective systems to carry out its mission. As a senior staff member, the Chief of Staff will work closely with the Co-Executive Directors in providing leadership, culture setting, and overseeing day-to-day functions of the organization. 

The Chief of Staff will oversee the internal infrastructure at VOCAL-NY  – including organizational development, HR & culture, finance & compliance, facilities, and IT & data – and will be empowered to develop organizational-wide systems to strengthen our effectiveness, promote accountability, and solve problems. This role will also support special projects that have an organization-wide impact. 

The Chief of Staff will supervise the Operations Manager, Finance Manager, and Data & Development Manager. The Chief of Staff reports to the Co-Executive Directors. 


SPECIFIC RESPONSIBILITIES INCLUDE (but are not limited to):

Organizational Development

  • Responsible for annual staff retreat, weekly staff meetings, and other all-staff team building events.   
  • Oversees VOCAL-NY’s in-house training for staff development, supervision, and anti-oppression working group. 
  • Oversees the development of systems and tools that advance staff effectiveness, internal decision-making, and strategic action. 
  • Bottom-lines occasional community building events like holiday events, team outings, etc.
  • Supports the Co-Executive Directors in scheduling & carrying out board meetings.

Human Resources

  • Oversees staff recruitment and hiring, including development & promotion of job postings, candidate screening, negotiations, and on-boarding. 
  • Oversees annual evaluations and supports supervisors in timely completion. 
  • Develops, implements, and maintains employment policies, and oversees compliance with legal and regulatory requirements regarding employment.

Information Technology

  • Supports Operations Manager in maintaining technology systems, including internal policy, hardware, software, and staff training.
  • Supports Data Team in developing, testing and implementing practices for improving and maintaining data quality.

Financial

  • Provides leadership and oversight on all financial systems & internal controls.
  • Supervises the Finance Manager in petty cash & Metrocard disbursement, processing reimbursements, and monitoring spending on VOCAL-NY staff credit cards. 
  • Supervises the Finance Manager on payroll, bill payment, and banking.
  • Supports Co-Executive Directors in financial planning, forecasting, and budgeting.

Facilities

  • Supports the Operations Manager in developing systems to make the VOCAL-NY office more efficient - including oversight of inventory, phones, office space and other facility needs.


DESIRED BACKGROUND:

  • 5+ years experience supervising staff and serving in a leadership role at a nonprofit.
  • 7+ years experience working in nonprofit HR, admin, operations, and/or finance. 
  • Exceptional problem-solving skills with the emotional intelligence to work effectively with people from all walks of life.
  • Deep commitment and experience cultivating an anti-racist work culture and anti-racist policies and procedures.
  • Self-motivated to produce high quality work, and improve skills.
  • Proven track-record of creating and implementing effective systems.
  • Clear & effective communication skills - both written and verbal.
  • Ability to respond with ease to rapidly changing priorities and successfully manage multiple projects at once.
  • Must be able to keep sensitive information confidential, have excellent integrity, and impeccable judgment.
  • Excellent computer skills, including proficiency in Microsoft Office (Word, Excel), Google applications and a high degree of comfort with technology required; familiarity with bill.com and Tallie is a plus.
  • Understanding of and commitment to VOCAL-NY’s mission.
