What we want

The Institute for Disaster Resilient Texas is seeking a Data Scientist who will be responsible for the development of complex statistical modeling to abstract problems and discovering insights through the use of statistical, algorithmic, mathematical optimization and visualization techniques. Developing and improving upon statistical analysis and predictive models to support the institute’s critical business process and initiatives including forecasting short and long-term trends. The successful candidate will have a Masters in Data Science, Computer Science, Statistics, or related and have experience in a field focused on disaster mitigation, and experience working on federal and state funded grants. Required Education and Experience:

• Bachelor’s degree or equivalent combination of education and experience
• Eight years of practical experience with data processing and complex multivariate statistical analyses

Required Knowledge, Skills and Abilities:

• Demonstrated ability to apply advance statistical analysis, interactive data visualization, programming or similar software applications to natural hazards
• Ability to research and develop statistical learning models for data analysis
• Ability to multi-task and work cooperatively with others
• Ability to collaborate with others across institutions and agencies
• Excellent written communication, analytical, interpersonal, and organizational skills

Preferred Education and Experience:

• Masters in Data Science, Computer Science, Statistics, or related
• Research Experience in a field focused on Disaster Mitigation
• Experience working on Federal and state funded grants

Preferred Knowledge, Skills, and Abilities:

• Knowledge of Texas or Gulf Region disaster resilience
• Ability to cultivate and maintain professional working relationships with people of diverse backgrounds
• Knowledge of database systems and architecture (PostgreSQL)
• Knowledge of R, SQL and Python; familiarity with Scala, Java or C++ is an asset

Responsibilities:

Development of Statistical Models

• Develops a set of statistical models and algorithms, which includes identifying, assessing, measuring, and monitoring of data analytics.
• Uses machine learning methods to augment geospatial analysis and algorithm development.
• Writes and maintains Python Scripts in open-source frameworks to improve efficiency of the production process.
• Designs supervised and unsupervised machine learning algorithms that incorporate data from scientific research related to disasters.
• Maintains assessment criteria for continual development of data analytics models.
• Maintains a set of standards, technical infrastructure, data management and data algorithm development efforts for future uses, as well as compliance review.
• Develops and manages contextual and spatial databases, and structuring/restructuring databases for a wide range of experimental and spatial datasets.
• Develops training of used statistical methods and techniques.

Documentation and Reporting of Findings

• Documents entire process of statistical approaches and techniques used in preparation of statistical analysis algorithms. Provides clear and concise set of findings, recommendations based on statistical assessment of subjects, and prepares final reports.
• Publishes research results in technical reports and peer-reviewed publications.   

Project Development

• Participates and leads in externally funded project development and management.

Supervision

• Supervises, trains and evaluates junior data scientists, research associates, and related positions.
• Assign and monitor workflow
• Performs other duties as assigned.
