    TITLE: Coordinated Intake and Referral Program Manager (“CIR Program Manager”)

    REPORTS TO: Director of Evaluation and Innovation

    CLASSIFICATION: Exempt

    DATE: September 2024

    POSITION PURPOSE

    The Coordinated Intake and Referral Program Manager provides leadership and direction for the Coordinated Intake and Referral (CIR) program. This role is responsible for synchronizing the efforts of the many teams and stakeholder groups that contribute to the CIR, both during the pilot phase and its full launch. The CIR Program Manager handles key relationships with stakeholders and vendors in the building, testing, launching, and running of a streamlined process for DC residents to access legal aid through a single phone number, website, or other access points. CIR does not replace existing intake structures; it supplements them.

    ESSENTIAL JOB FUNCTIONS

    • Collaborate with the Director of Evaluation and Innovation and DCBF leadership to define, implement, develop support for, and improve CIR program goals and objectives.
    • Consult with internal and external CIR stakeholders to determine program requirements, establish project plans, implement activities, monitor and evaluate progress, and make improvements.
    • Embrace change and innovation while controlling the big picture to align with CIR strategy and broader goals and objectives.
    • Regularly communicate/meet with key people and groups in the justice ecosystem to keep them apprised and engaged in CIR efforts and garner support for CIR implementation and expansion
    • Manage the contractual and procurement activities of the CIR program, including overseeing the performance of technology service providers and other program contractors.
    • Collaborate with the evaluation partner on measuring the efficacy of the CIR program.
    • Represent DCBF while participating in subject matter working groups.
    • Provide CIR-related content to the communications team for testimony, monthly newsletter, periodic press releases, website, social media, and other communications.
    • Monitor the CIR Host organization's activities related to program implementation and recommend improvements based on observations and stakeholder feedback from monitoring and consultations.
    • Collect, apply, and share learnings through professional networking.
    • Serve as an internal thought leader on current trends and best practices in CIR.
    • Establish, document, and standardize CIR-related policies and procedures.
    • Balance personal creativity and drive with diplomacy and feedback to support multiple stakeholders’ perspectives.
    • Lead collaborative efforts to build and maintain project momentum.
    • Utilize project data and program participant input to guide program effectiveness.
    • Drive collaboration with relevant stakeholders on fundraising for the CIR program.
    • Collaborate with legal aid organizations on case routing and serve as the point of contact for regular communications and questions
    • Collaborate with the technology vendor on systems implementation and updates.

    MINIMUM REQUIREMENTS

    • Bachelor’s degree or equivalent combination of education and experience
    • Four years of professional work experience handling duties comparable to those outlined above
    • Prior experience leading a team and supervising other staff
    • Knowledge of the DC civil legal services sector, community, foundation, and grantmaking
    • Natural problem solver with sound judgment and the ability to meet adversity with tenacity
    • Excellent written and verbal communication skills demonstrated through a professional and fact-based communication style
    • Solid analytical and technical abilities with standards of excellence and high-quality work
    • Comfort in taking complete ownership of all strategic, tactical, and administrative duties of the position
    • Ability to think outside the box, take risks, overcome obstacles, and remain undaunted by failures
    • Self-motivated, results-oriented, and proactive with the ability to independently prioritize, manage timelines for multiple projects, and adhere to deadlines in a fast-paced environment

    WORK ENVIRONMENT

    This is a professional role based in Washington, DC, and will require work to be performed remotely and within the office space. The position involves frequent use of computers, phones, and virtual meeting platforms. The role may require periodic work outside of regular business hours and occasional local travel.

    COMPENSATION AND BENEFITS

    We believe in paying fairly and competitively. To execute this, we utilize a strategic compensation review process to determine starting pay rates as well as annual adjustments. The hiring range for this position is $80,000 to $90,000, with some flexibility to move above the hiring range based on experience and qualifications. Decisions regarding each individual’s compensation are made using a holistic analysis of market rates, experience, competencies, education, performance, internal equity, annual budget, and economic state.
