Since 1981, Citymeals has delivered more than 65 million meals to our aged neighbors in need.

Citymeals has been working on the frontlines of the Covid-19 crisis as an emergency responder ensuring the city’s most vulnerable population remains nourished. Thanks to the generosity of our Board of Directors, the City of New York, sponsors, and other designated gifts, 100% of all public donations are used entirely for the preparation and delivery of meals.

The Director of Policy and Advocacy will have the responsibility of leading Citymeals on Wheels’ advocacy work to advance older adult and hunger-related issues, helping raise awareness of Citymeals as a leading voice in this arena.

Over the years, Citymeals has played a part in advocating for policies and funding at the city level. With the organization’s 40th anniversary, Citymeals looks to elevate its role and visibility, expanding efforts to include both the state and federal landscape.

The Director will be the organization’s expert in older adult issues affecting the population in New York City, and most significantly, the intersectionality of hunger and aging. This position will take the lead in supporting policy issues and funding needs, working in conjunction with the organization’s lobbying consultant and executing and evaluating robust advocacy campaigns to support Citymeals’ critical priorities.

The Director’s work will be to understand and advocate for funding, policies, and programs that support aging services, home-delivered meals, and emergency feeding programs and help Citymeals address senior food insecurity.

The Director reports to the Associate Executive Director and will work with the Associate Executive Director and Citymeals’  Marketing and Communications department to shape strategies, tactics, and messaging to advance advocacy goals.

Responsibilities include but are not limited to:


  • Develop and enrich relationships and convene aging sector partners to understand older adult issues around hunger and food insecurity
  • Develop and circulate Citymeals’ policy recommendations to drive the City’s response to older adult anti-hunger efforts
  • Establish opportunities for collective advocacy and peer support to promote and advance policy recommendations
  • Work with lobbying consultants and other partners to develop and maximize strong and effective organizational relationships with key officials in City and State government and their staff
  •  Advocate with elected and appointed officials and their staff in support of funding and policies that serve older adult services via activities like planning and participating in meetings, writing and delivering testimony at public hearings, drafting op-eds, updating promotional materials and one-pagers, organizing press conferences and rallies, facilitating visits of Citymeal’s Bronx warehouse, and more
  • Research, interpret, monitor, and conduct timely analysis of relevant proposed and enacted policies and legislation on the city, state, and federal levels as they relate to older adults and food as well as emergency feeding programs

·       Produce high-quality written work to promote Citymeals’ policy positions and priorities to various audiences (e.g., policy statements, articles, testimony, memos of support or opposition, op eds, fact sheets, data briefs, etc.)

·       Create, implement and evaluate the first-ever Citymeals campaign around hunger and older adults in New York City

·       Work across departments to provide guidance on policy and/or advocacy strategy for policy initiatives and programs, as needed, and support Citymeals’ organizational work at large

Required qualifications:

·       Graduate degree in policy, social work, public administration, urban planning, or other related field preferred;

·       A minimum seven years of relevant experience in social or economic policy analysis and/or advocacy, helpful in the field of aging

·       Proven success in developing, implementing, and managing advocacy campaigns and coalitions and knowledge of the hunger and food landscape in New York City

·       Proven success in project management with a proactive, nimble, and analytical approach to facilitating and leading teamwork.

·       Expert in facilitating meetings and workshops

·       Strong ability to manipulate and analyze data and formulate policy recommendations

·       Exceptional written and oral communications skills, with experience breaking down complex concepts—dense legislative language, budget statements, or demographic data—for use by a lay audience and policymakers

·       Firm understanding of city, state, and federal budget and legislative processes

·       Commitment to improving food access for older adults and for increased support for aging services

·       Proficiency with Microsoft Suite

·       Demonstrated media relations, online advocacy, and public speaking skills preferred

·       High degree of commitment to our mission, work, and the team; sound judgment; collaborative spirit; flexible; creative; hard-working; and unafraid of challenges
