The Center for Family Representation, Inc., (CFR), is an award-winning, innovative law and policy organization that was founded in 2002 to dramatically change the trajectory of indigent families impacted by child welfare and to reduce the number of children entering foster care. CFR introduced a new model of legal services to parents charged with abuse or neglect: we assign every client an attorney and a social work staff member, and teams are additionally supported by Parent Advocates, who are parents with direct personal experience losing children to foster care and safely reunifying their families. CFR was the first agency in the country to integrate parents with lived experience into legal teams. Beginning with just a handful of staff, CFR now has more than 120 staff serving more than 2400 parents annually in Manhattan and Queens. CFR has been the primary, county-wide provider of legal services to indigent parents in Manhattan Family Court since 2007 and in Queens Family Court since 2011. In 2015, CFR expanded its practice to provide legal and social work services to parents in immigration, civil legal services and criminal defense matters. In 2019, we launched two new initiatives: a Juvenile Justice Practice, to bring our model to youth being prosecuted in family court and in the criminal court Youth Parts; and a Community Advocacy Project, to represent parents during a child protective investigation (prior to court involvement) and to assist parents in clearing their names from state maltreatment records. We regularly train over 500 practitioners annually around the country on strategies to promote family preservation and on holistic, interdisciplinary representation and advocate at the city, state and national level for policies that promote parent engagement and justice for families.

Under the supervision and guidance of CFR’s Director of Development and Communications, this Communications Manager: Advocacy and Policy will work closely with CFR’s Policy and Government Affairs team and will also work closely with CFR’s Executive Director on CFR’s communication strategy with all stakeholders. This person will manage our communications strategy for social media platforms, with the press and with government and private stakeholders in an effort to increase engagement with City and State elected officials through social media posts. The Communications Manager will also assist in developing position statements, letters to the editor and opinion pieces and will need to be both proactive and reactive to communications needs, while working towards the ultimate goal of raising awareness and heightening the impact of CFR’s programs and initiatives with the broader public. CFR will also look to this person to serve as a Subject Matter Expert on communications-related efforts and staff development.

This position will be based out of our Manhattan Office but will work closely with staff in both offices and each practice area. This person will: manage and execute a comprehensive communications strategy that includes traditional media, digital media, web, and other creative content; oversee and track content creation and brand development, covering organization-wide content needs (e.g., fact sheets, brochures, client stories for both public and private funders and supporters and elected officials, data visualizations) as well as campaign- or program-specific content items (e.g., media plans, social media); manage social media platforms and posts (e.g. Twitter, Instagram, and LinkedIn), engage with online community, and grow overall follower base; monitor daily media and KPIs using technology platforms; modify communications activities, as needed, to optimize for effectiveness; create communication routines to maximize the efficient use of program content that can serve multiple purposes; identify and connect the appropriate CFR team members for any communications, public relations, or press requests; prepare and support CFR Subject Matter Experts for communications-related requests; liaise with communication managers from other public defender organizations to collaborate on communication strategies; develop and track quantitative and qualitative metrics associated with CFR’s communications efforts; write, or review and edit external-facing printed materials (e.g., press releases, reports); manage the development, distribution, and maintenance of all print and electronic collateral materials including, but not limited to, newsletters, brochures, and CFR’s website and regular communication with elected officials and other CFR supporters; coordinate webpage maintenance–ensure that new and consistent information including article links, stories, and events, is posted regularly; and other communications support as needed.

Candidates for this position should have a minimum of 5 years of work experience in communications, including at least 3 years of advocacy and/or campaign experience. Candidates should be able to demonstrate excellent writing skills and demonstrated capacity to write clearly, persuasively and concisely for a range of audiences, including those who are unfamiliar with the challenges faced by CFR clients, and in multiple contexts; have experience and commitment to working on racial and social justice issues; have experience working in and with racially, ethnically and socioeconomically marginalized communities; have experience working with policy coalitions and community-based partners; have experience working with State and City elected officials and their staff is highly preferred; have familiarity with the criminal, family, civil, and immigration legal systems; have an ability to effectively and respectfully communicate, collaborate and connect with people with various backgrounds, identities and lived experiences; have strong interpersonal skills and ability to manage relationships with colleagues as well as external partners and stakeholders; have an ability to adapt communication of organization’s vision in response to current events and a changing political climate; have an ability to consider multiple perspectives, think critically, provide an analysis of communication strategies and related risks; have an ability to problem solve and implement solutions to complex communication issues; have a commitment to raising one’s cultural consciousness and challenging oppressive practices on an interpersonal and institutional level; and be an experienced communications professional with expertise and interest in policy and advocacy for CFR’s work as public defenders and advocates for family defense and juvenile justice in New York City. CFR strives to create an inclusive and antiracist environment for all of its staff, and candidates from all backgrounds are encouraged to apply; CFR is an EOE.
