Organization Description: The Rural Community Assistance Partnership (RCAP) is a national network of nonprofit partners that works to ensure that rural and Tribal communities across the US have access to safe drinking water, wastewater treatment, solid waste disposal, and economic prosperity through technical assistance, training, and financial assistance in the smallest communities across the country, many of which are low income. RCAP builds capacity at the local level, while raising the voice of rural and Tribal communities through advocacy, storytelling, research, and strategic partnerships. Annually RCAP serves approximately 2,000 rural and Tribal communities with an average size of less than 1,600.

Position Description: This position will primarily work out of our Washington, DC headquarters office.  This individual will provide basic support to the Finance Department in day-to-day functions including monthly general ledger account reconciliations, analysis of and compliance reporting on a variety of federal grants from EPA, USDA and DOT among others, provide support for the annual independent audit through the creation of schedules and uploading of documents, and assist with maintenance of our general ledger processes. 

 

Hours: Exempt, Full-Time  

Salary Range: $92,700 to $106,650 per year depending on experience and qualifications.

Specific Duties/Responsibilities Include:  

  • Monthly general ledger account reconciliations 
  • Monthly analysis of federal grant spending against budget 
  • Federal grant FSRS reporting on all subawards and contracts 
  • Journal entries 
  • Support to our annual independent auditor in preparing schedules and account analyses and uploading documents to the audit portal 
  • Review of credit card reconciliations 
  • Bank deposits 
  • Assist the Chief Financial & Administrative Officer in the preparation of internal financial reports  
  • Work closely with Programs Team to manage passthrough budgets  
  • Work closely with internal and external partners  
  • Assist CFO to conduct periodic subrecipient financial reviews 
  • Support CFO to prepare and present financials to the board  
  • Supervise Accounting Specialist and administrative support staff 

 

Required Qualifications:   

  • Bachelor’s degree in accounting or related field with significant accounting education 
  • Minimum of 5 years of direct accounting and financial analysis experience 
  • Nonprofit financial experience 
  • Experience overseeing multiple, complex federal grants 
  • Minimum of 2 years supervisory experience 
  • Experience interacting with diverse staff, Board members and representatives of federal agencies 
  • Attention to detail 
  • Experience working with independent auditors 
  • Experience in automated general ledger accounting systems 
  • Knowledge of English language, grammar, spelling, and punctuation.  
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, presentation software (such as PowerPoint) and SharePoint.  
  • Skill in organizing and coordinating.   
  • Ability to work independently as well as in team environments.  
  • Ability to troubleshoot and solve problems.  
  • Ability to organize and prioritize work to meet multiple deadlines.  
  • Excellent communication, negotiation and interpersonal skills with the ability to liaise effectively with internal stakeholders and external partners.   
  • Ability to create, compose, and edit written materials.   
  • Ability to gather data, compile information, and prepare materials.   
  • Ability to maintain confidentiality.  
  • Ability to meet strict timelines.
