The Director of Organizing & Community Engagement works closely with the chief executive and the leadership team to develop, plan, organize, and implement BACS’ community engagement and organizing, government relations, public relations, and policy advocacy strategy. This position leads BACS’ efforts to: 1) build relationships with a range of stakeholders, community members, advocates, leaders, organizations, and elected officials in all communities we serve; 2) promote the visibility of BACS and its work; and 3) influence policy and funding dialogue and direction in alignment with BACS’s mission and strategic plan. 

DUTIES AND RESPONSIBILITIES:

Government Relations and Community Engagement 

  • Develop and hold a broad understanding of homelessness, behavioral health, incarceration, and other issue areas relevant to BACS’ work, on local, state and national levels.
  • Build and maintain strategic relationships with local non-profit leaders, policy makers, leading experts, and constituents that are important to the development and execution of BACS strategic plan.
  • Serve, with Executive Director, as key contact and spokesperson on policy advocacy issues.
  • Participate in relevant coalitions, committees and forums. Build strong community relationships to enhance BACS’ representation of and advocacy for the people we serve. 
  • Track and prepare for, with BACS leadership team, public meetings that directly involve or impact BACS. Coordinate representation by leadership, staff, and people/families served. 
  • Work with BACS leadership, board, and staff to define the organization's policy and advocacy agenda and keep the organization up-to-date on developments in policy that affect the sector, including legislative proposals, enacted policies, regulations and budget trends that effect BACS clients.
  • Set up meetings as appropriate for members of the BACS leadership team with key officials, and prepare briefing materials for those meetings.
  • Build BACS’ community engagement and organizing functions, from the ground up, to activate the people we serve, their natural supports, our program neighbors, and community members at-large to support the mission and programs of BACS. Create opportunities for people served to make their voices heard within the agency and externally/in the community.
  • Lead community engagement programming. Partner with BACS program supervisors and managers on community engagement events, cultivate business partnership and volunteer opportunities, organize community presence. Collaborate with development team to ensure events align with the BACS brand and that narrative building and media opportunities are realized

Communications and Public Relations

  • Manage and oversee public and media relations including acting as a media spokesperson. 
  • Create powerful video/written internal and external communications products including website, print publications, newsletters, online communications, media and public relations as part of development team. Set content strategy to guide content creation. 
  • Work with staff to tell effectively BACS’ story through various communications and with BACS development team to manage and maintain BACS’ online and social media voice. 
  • Train Board, leadership, and external facing staff on key messaging. 
  • Track and assess external communications and public relations efforts.
  • Resolve public relations issues.
  • Understand, set, and track metrics for success.
  • Work in partnership with senior leadership and Board to determine, execute, and report on BACS’ strategic priorities.
  • Member of the senior leadership team. Provide leadership and direction for BACS policies, programs and operations.
  • Special projects related to BACS’ growth.
  • Cross-train with other administrative functions to ensure team-oriented coverage in leadership and management. 
  • Other duties as assigned.

QUALIFICATIONS:

  • Bachelor Degree in Public Affairs and Policy Management, Human Services, Community Organization, Criminal Justice, Political Science, or other related field required; higher degree preferred. 
  • Experience in government, politics and/or policy-making, and community relations / community organizing. 
  • Knowledge of homelessness, behavioral health, incarceration, other issue areas relevant to BACS’ work, and the political landscape with 5 years of experience in related field
  • Ability to convene and lead meetings, deliver presentations, give speeches, and represent BACS to external audiences
  • Bilingual preferred.
  • Proficiency in Microsoft Suite and design software.

PHYSICAL REQUIREMENTS:

The work is performed at BACS locations and throughout the community. The position requires occasional sitting, with occasional standing and frequent walking or driving. Often, the incumbent uses a computer. Lifting is required occasionally, of no more than 20 lbs. at a time. The position requires the ability to see, hear and speak. 

ENVIRONMENTAL/WORKING CONDITIONS:

The work is performed in an office environment or out in the community 60 – 80% of the time.

EQUIPMENT USED:

Computer, keyboard, telephone, fax machine, copy machine, calculator.

ADDITIONAL REQUIREMENTS: 

Position requires a valid California driver’s license, personal vehicle, and proof of personal vehicle insurance coverage. DMV printout required.
