    Position Overview

    The Program Manager, Entrepreneurship, is responsible for the end-to-end management and performance of The Welcoming Center’s Entrepreneurship Program. Reporting to the Director of Entrepreneurship, this role oversees a four-pillar program model that includes planning instruction, coaching supports, lending referrals, and innovation opportunities such as Immigrant Marché.

    The Program Manager ensures that all program components are well-coordinated, high-quality, and aligned with organizational goals, while delivering a seamless experience for entrepreneur participants. This role is primarily managerial and operational in nature, with responsibility for program execution, consultant coordination, participant flow, evaluation, and reporting. While the Program Manager may occasionally teach or co-facilitate sessions as needed, the primary focus of the role is program oversight rather than direct instruction.

    Essential Functions & Responsibilities

    In all duties, demonstrate a commitment to organizational core values that uplift the skills, experience, and aspirations of program participants and recognize their role as agents of change.

    • Manage the planning, coordination, and delivery of the Entrepreneurship Program across four core pillars: planning, coaching, lending referrals, and innovation opportunities.
    • Serve as the primary point of coordination across consultants, instructors, systems, and internal partners to ensure alignment, consistency, and quality.
    • Oversee outreach, recruitment, intake, and selection of entrepreneur participants.
    • Manage participant flow across cohorts, coaching, lending referrals, and Immigrant Marché or other innovation opportunities.
    • Coordinate and support consultants, instructors, and external partners, including scheduling, guidance, and performance feedback as appropriate.
    • Maintain clear scopes of work and role boundaries for consultants and partners.
    • Track program performance using pre-, mid-, and post-program evaluations and quality checks. Regularly communicate with evaluation staff on data collection and implementation of evaluation tools.
    • Direct program logistics including event planning for program-related activities including training sessions, special events, graduations, information sessions, and vendor events as needed.
    • Manage coordination of program supplies and other program-related expenses, in communication with Director for all program expenses
    • Maintain accurate records of participant and program activity, with strict adherence to confidentiality of participant and business data
    • Prepare internal and external reports for leadership, funders, and stakeholders.
    • Use data and participant feedback to inform continuous program improvement.
    • Teach or co-facilitate program sessions on an occasional, as-needed basis.
    • Represent the Entrepreneurship Program to funders, community partners, city agencies, and at conferences or events.
    • Participate in evening or weekend activities as needed.
    • Participate in program staff planning and cross-coordination with other programs when necessary.

    Position Requirements

    • Bachelor’s degree in business, management, finance, or a related field, or equivalent professional experience.
    • At least 3 years of experience in program management, workforce development, entrepreneurship, or a related field.
    • Demonstrated experience coordinating consultants, vendors, or cross-functional partners.
    • Strong organizational, project management, and prioritization skills.
    • Excellent interpersonal and communication skills, with experience working in diverse communities.
    • Proficiency with cloud-based tools and systems, including Microsoft Office Suite and CRM or data-tracking platforms.

    Preferred Education & Attributes

    • 3–5 years of experience in entrepreneurship, small business development, or economic opportunity programs.
    • Familiarity with small business financing models and local business ecosystems, (Philadelphia preferred).
    • Systems-thinking mindset with the ability to manage complex, multi-component initiatives.
    • Data-informed decision-making skills, including evaluation and reporting.
    • Second language strongly preferred (Spanish, French, Mandarin, or Arabic).

    Work Environment

    This position operates in a professional office and/or remote environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

    The work environment is dynamic, fast-paced, and may involve evolving priorities.

    Physical Requirements

    • Prolonged periods of sitting and working at a computer.
    • Ability to lift up to 5–10 pounds, as needed.
    • Standing or walking for extended periods during events or programming.
    • Occasional travel to community sites or partner locations.

    Compensation & Benefits

    The salary range for this full-time position is $57,000–$60,000 annually, commensurate with experience and aligned with organizational guidelines.
