Senior Program Manager for Substance Use, Harm Reduction, and Behavioral Health Initiatives

Position Summary

The Senior Program Manager for Substance Use, Harm Reduction, and Behavioral Health Initiatives within Camden Coalition of Healthcare Providers (CCHP) will be responsible for managing a workstream of projects related to increasing access to supportive services for substance misuse and behavioral health services in South Jersey and across the state (developing and providing trainings, workflow pilots, development of resource directories and tools). This team member will work with the Clinical Redesign Initiatives team, and other departments as needed, to support Substance misuse (and as needed Behavioral Health) related initiatives of NJ Medicaid, as well as local implementation teams by leading planning and information gathering efforts, designing tools resources, and providing coaching and technical assistance to clinical and community-based organizations. In addition, this role will also help seek funding opportunities for the organization through grant writing and developing contracts.

Essential Functions


1) Program Planning and Management:

  • Oversee the planning and implementation of program activities.
  • Plan and develop expansion of the Coalition contracts including business planning and staff modeling.
  • Work directly with external contract managers to ensure our organization is meeting deliverables, adhering to requirements, and providing timely reporting.
  • With guidance from the internal Evaluation department, manage projects quantitative and qualitative data collection and research components.
  • Report project activity and progress regularly to the Department Director, Coalition Board, project stakeholders, and partnering agencies.
  • Compile and submit reporting, as directed by the supporting foundations or contract managers.

2) Develop Tools and Resources:

  • Gather information to inform the development of tools and deliverables to meet contract requirements and identify opportunities/needs where partners could benefit from additional information or tools.
  • Create toolkits, resource guides, white papers, etc as needed to meet project deliverables and support changes to workflows or fill information gaps.
  • Coach and support other members of the department in creating project artifacts and tools.
  • Will support national TA/training through codification of lessons learned in NJ 

3) Coalition Liaison:

  • Represent the program and/or the Coalition at various local, state, and national meetings.
  • Participate in public speaking opportunities as required.
  • Manage relationships with foundations and contracting partners.

4) Grant Writing and Contract Development

  • Assist in writing grants for additional programming in Camden.
  • Help develop and scope opportunities for new work and technical assistance contracts.

Non-Essential Functions

  • Attend relevant training as necessary to maintain professional certification and/or knowledge.
  • Adheres to CCHP’s guidelines and ensures the appropriate handling of sensitive information.
  • May work non-traditional hours based on operational needs and to meet the needs of the community.
  • Completes special projects specific to the function of the department or as needed for the department as directed by the Department Head.
  • Other duties as assigned within the scope of position expectations.

Knowledge, Skills, and Abilities


  • Demonstrates ability to carefully set priorities, meet deadlines, and schedule time efficiently. Including the ability to follow-up and follow-through with strong attention to detail.
  • Possesses strong interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative, and professional interaction with diverse groups of co-workers, external business partners, and the community.
  • Ability to accurately type and effectively operate a computer and use a variety of common software programs including Microsoft Office and Google Suite.
  • Ability to work well and maintain professionalism under occasional times of stress and pressure.
  • Ability to utilize design and/or quality improvement tools to work to map workflows and, in partnership with clinical sites, identify, pilot, and/or implement potential solutions to improve care for vulnerable populations
  • Ability to create resource guides, toolkits, and deliverables to support people working in clinical and community settings.
  • Manage project stakeholders and key relationships.
  • Systems thinker that demonstrates strong judgment and problem-solving competencies
  • Strong leadership and project management skills.
  • Strong writer with the ability to create reports and generate content related to specific initiatives.
  • Knowledge of:
  1. New Jersey Medicaid operations, healthcare billing, and/or behavioral health and substance misuse services, billing, and credentialing.
  2. Social service and recovery resources need to support case managers and navigators working in behavioral health and substance misuse treatment services.
  3. Behavioral health and substance use disorder treatment operations and services.
  • This position will not immediately have direct reports, however, that may change over time. Therefore, the candidate will ideally have the ability to inspire, lead and motivate a team for optimum performance across both direct reports and non-direct report team members including experience managing, coaching, and helping staff develop.


Experience, Education, and Licensure


  • 3-5 years of relevant work experience; experience in non-profit setting preferred.
  • Bachelor’s Degree (or equivalent experience) in healthcare profession, healthcare administration, or related field preferred.
  • Multiple years experience providing complex care services to people with complex health and social needs, with experience providing behavioral health, substance use treatment, and/or harm reduction services preferred.
  • Supervisory, mentoring, and coaching experience within department or teams preferred.
  • Existing knowledge of state Medicaid operations, healthcare billing, and/or behavioral health and substance use services, billing, and credentialing.


Education


Master's Degree preferred, however, this can be waived depending on years of relevant work experience and existing skill sets.

  • The noise level in the work environment is usually moderate.
  • Although work is primarily indoors, you may be required to travel outside to business community locations.
  • Our current work environment is a hybrid in person/remote model with an expected minimum of two days in the Camden, NJ office.
  • At times the position may be expected to travel within the New Jersey for trainings or meetings with partners.
