Monitoring, Evaluation & Learning Manager

Position Purpose

This position is responsible for managing the monitoring, evaluation, and learning activities of the DC Bar Foundation, which funds civil legal aid in the District and receives reports from over 30 legal services organizations each year; measuring the Foundation’s impact in the community; working with external consultants to conduct evaluations; and providing monitoring, evaluation, and learning technical assistance to grantees.

MEL Strategy

  • Develop and implement a comprehensive monitoring, evaluation, and learning (MEL) strategy and framework for the Foundation based on widely accepted methodologies
  • Detail the resources required for the implementation of MEL priorities
  • Periodically assess and report on the Foundation’s performance against the Strategic Framework and Outcomes Map
  • Assess Program strategies and learning activities and develop insights from evaluative activities
  • Assist the organization in refining and refreshing goals and objectives based on what is learned
  • Actively participate in the national learning community to support DCBF’s growing knowledge and ensure DCBF’s learning work incorporates best practices
  • Represent the Foundation at conferences and other public events, including as a speaker or panel participant
  • Train grantee staff on monitoring, evaluation, and learning concepts and strategies

Data Analysis & Reporting

  • Control the Foundation’s MEL efforts, including the development of tools and resources to support data collection, data analysis, and report writing
  • Manage an ongoing monitoring system for the collection and dissemination of data and reports for use across the organization and for key stakeholders
  • In coordination with the Senior Communications Officer and Program Officers, develop reports for internal and external audiences, including funders and donors
  • Regularly review and analyze data and assist with organizing periodic learning days with staff to help managers identify successes, lessons learned, and make decisions about adapting activities and approaches to achieve results
  • Review, analyze, and provide substantive reports on grantee progress
  • Coordinate evaluation of specific grant programs conducted by external consultants
  • Enhance data collection protocols and monitor the Foundation’s grantees to understand the connection across grants
  • Support accountability, learning, and decision-making by collaborating with Programs, Operations, and IT staff to draw on the full suite of data and analytics tools available
  • Utilize specialized expertise and skill in maintaining established standards of quality and accuracy

Minimum Requirements

  • Bachelor’s degree from an accredited college or university (Master’s preferred)
  • Four years of experience handling responsibilities comparable to those outlined above
  • Experience designing and completing process and impact evaluations, as well as other forms of assessment
  • Technical expertise in data management and data analysis
  • Experience using qualitative, quantitative, and emerging evaluation methods
  • Excellent project management skills, with the ability to independently move projects from creation to completion with limited guidance
  • Authoritative, with the ability to make sound decisions quickly while maintaining quality standards
  • Strong written and verbal communication skills, with experience creating reports for a variety of technical and nontechnical audiences
  • Excellent organizational and time management skills with the ability to plan, coordinate, and manage a variety of tasks, deadlines, and competing priorities
  • Exceptional attention to detail and accuracy
  • Solid analytical and technical abilities with high standards and the highest quality of work
  • Highly driven, self-motivated, and results-oriented with enthusiasm for change and the Foundation’s commitment to ongoing evolution and improvement
  • Incredibly reliable, conscientious, and thorough with the ability to spot errors and correct for mishaps before they happen
  • Ability to effectively utilize available tools and resources and ask related probing questions
  • Ability to take complete ownership of all strategic, tactical, and administrative duties of the position
  • Ability to translate legal, statistical, and/or technical terms into language that is easily understood
  • Ability to develop and maintain effective working relationships with internal and external stakeholders
  • Proactive with the ability to independently manage multiple priorities in a fast-paced, high pressure environment
  • Proficiency with Microsoft Office Suite and Adobe Acrobat; knowledge of SmartSimple grants management software preferred
  • Natural problem solver with sound judgment, professional maturity, and the ability to meet adversity with tenacity

Work Environment

This is a professional role based in Washington, DC, and will require work to be performed remotely and within the office space. The position involves frequent use of computers, phones, and virtual meeting platforms. The role may require periodic work outside of normal business hours, as well as occasional local travel.
