Program Monitor - TAY Navigation Center

3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points.

The Navigation Center provides a safe and affirming place for TAY and services to stabilize and achieve their housing goals. The Navigation Center systems of support work in concert to assist TAY residents with public benefits, health services, problem-solving, and housing, as available. The Navigation Center model is a low barrier, harm reduction model.

Position Overview

The Program Monitor is responsible for supervising and supporting the activities of the residents in our program. This includes ensuring the safety of residents, compliance with program rules and expectations, and the security and sanitation of the program. Program monitors also engage the residents throughout their shifts to build rapport and act as a support as they navigate the program, often engaging in conflict resolution, and problem solving. A successful Program Monitor maintains professional boundaries and abides by 3rd Street Personnel Policies and HSH code of conduct, relates positively with co-workers & residents, fosters and upholds a supportive yet firm environment while maintaining respectful interactions with all stakeholders.

The Navigation Center operates on a 24/7 schedule and staff work one of three shifts (day, swing, overnight).

Duties & Responsibilities

The Program Monitor will:

• Engage residents to build rapport and support them in navigating the program
• Provide conflict resolution, de-escalation, and problem solving when needed.
• Consult with direct supervisor or supervisor on-duty regarding client's personal needs, behavior, and service planning.
• Maintain a comprehensive and accurate written record of events that occur during shifts, as well as thorough incident reports.
• Maintain visitor protocol and follow daily log procedures.
• Maintain client sign-in/out log as well as all other logbooks and records.
• Check for contraband in the facility through general observation, room or package/purse searches per the search, contraband, and weapons protocols.
• Facilitate and supervise program activities and other programming for clients.
• Attend staff meetings and training as directed.
• Follow appropriate critical incident protocol and accompanying documentation.
• Conduct periodic inspections of the facility and grounds through periodic rounds to ensure the security of the facility.
• Enforce periodic fire drills and perform other safety duties as directed to ensure the safety of clients, including implementing emergency evacuation protocol.
• Answer telephone and route calls or messages to appropriate staff. Respond to in-person and telephone inquiries from the public.
• Perform other duties as assigned.

Requirements

Experience

• Experience working in a residential setting with vulnerable populations and/or experience as security monitor/officer
• Experience in service providing/ social work/ youth development or mentoring
• Effective communication skills, including oral and written
• Experience problem solving and de-escalating conflicts
• Demonstrated emotional intelligence

Knowledge, Skills, and Abilities

• Ability to ensure a safe, secure, and efficient facility and program 24 hours a day.
• Ability to ensure the safety of clients and staff in fire and other emergencies.
• Ability to ensure clients' compliance with agency policy and rules.
• Ability to encourage the client's successful move to stable housing
• Bilingual in Spanish or other languages preferred

Physical Requirements:

• Prolonged periods of standing and walking.
• Must be able to access and navigate all areas of the agency.
• Must be able to lift up to 35 pounds at times.
• Must be available to work on weekends

General info:

• This position is a non-exempt and full-time role.
• This position is based on-site at our TAY Navigation Center in San Francisco's Tenderloin neighborhood.

Compensation and benefits:

• This position has an hourly rate of $26.44 (annualized salary $55,000)
