Rental Assistance Intake Screener

HRC is seeking a Rental Assistance Intake Screener to serve residents of Los Angeles County to help tenants apply for rental assistance. The Housing Rights Center (HRC) mission is to actively support and promote fair housing through education and advocacy, to the end that all persons have the opportunity to secure the housing they desire and can afford, without discrimination based on their race, color, religion, gender, sexual orientation, national origin, familial status, marital status, disability, ancestry, age, source of income, or other characteristics protected by law.

HRC serves L.A. City, L.A. County, and parts of Ventura County. HRC has a full-time staff of 42 and offers the following services: (1) Housing Discrimination Complaint Investigation, (2) Legal Services, (3) Outreach and Education, and (4) Landlord/Tenant Counseling.

The Rental Assistance Intake Screener will work a hybrid schedule, with a minimum of two (2) days expected in-office at HRC’s Pasadena office. They may also be expected to work on occasion at other Los Angeles area locations (including our main office), on an as-needed basis to help provide coverage for walk-in services. This is a full-time temporary position that may transition to permanent full-time*.

RESPONSIBILITIES:

Respond to tenant calls and emails to provide them with information on various legal issues and/or direct to other resources as appropriate

Provide walk-in support at HRC’s Pasadena, Lake Avenue office at least two (2) days per week. Additional in-office days may be accommodated according to employee preference and workspace availability.

Conduct client intake interviews and related follow-up conversations, adapting communication approaches depending on client’s needs. Translation services are available to help translate on phone calls.

Monitor incoming referrals for rental assistance, and timely engage in screening process.

Follow-up with clinic/workshop attendees to distribute relevant resources and conduct rental assistance screening as applicable.

Track client intake across several reporting tools, taking care to update information as appropriate.

Provide timesheet reports and update case management reports monthly.

Assist tenants in completing rental assistance applications.

Review rental assistance applications, which includes the following: review submitted applications, ensure all required documentation are submitted, coordinate with supervisor(s) to ensure the applications are complete, and work with supervising staff to ensure applications are ready for final review.

Ensure tenants have the necessary documents to submit their rental assistance application, which may include assisting applicants to scan, and upload required documentation.

Participate in education, outreach, and promotion of the rental assistance programs at HRC.

Drafts routine correspondence and emails.

Answer questions or following up with tenants or landlords over the phone or by email.

Maintains quality filing and communications systems including electronic document management and archiving files.

Provide assistance and support to staff with other ongoing projects.

QUALIFICATIONS:

A demonstrated sincere interest in helping others.

Strong people and customer service skills.

Strong written and verbal communication skills.

Good problem-solving skills and proactive communication.

Able to adjust to new information or changes in processes.

Computer literate, especially with Microsoft suite.

Reliable and detail oriented.

Case management experience preferred.

Experience in interviewing and providing trauma-informed assistance preferred.

Knowledge of landlord/tenant laws preferred.

SALARY AND BENEFITS:

Salary range is $52,000-$54,000, depending on experience. HRC offers an excellent benefits package including health, vision, and dental insurance. A 403(b) retirement plan with employer contribution is available after one year of employment. A generous paid holiday, vacation, and sick leave package is also provided.

* This position is part of a special program created using designated funds. There is no assurance of ongoing funding or employment beyond June 31, 2025.
