NAHRO is seeking a Policy Analyst to join a dynamic team to assist and strengthen our policy work. NAHRO is a leading housing and community development association that represents more than 19,500 housing and community development providers and professionals throughout the United States. NAHRO’s Policy and Program Development team helps ensure our members can create and manage affordable housing for low- and middle-income families and support vibrant communities that enhance the quality of life for all. The Policy Analyst drafts comments and correspondence to federal agencies and Congress; represents NAHRO before the Administration and on Capitol Hill; keeps NAHRO’s nation-wide membership of housing and community development organizations informed on relevant policy and legislation; and ensures that policy makers in Washington, DC are informed of the membership’s perspectives. The Policy Analyst will join a collaborative team and work environment to help our members create strong, sustainable communities and further NAHRO’s strategic goals and objectives.

Strong written and oral communication are required, as well as the ability to simplify complex policy documents.

Essential Duties and Responsibilities

• Represents NAHRO before the executive and legislative branches of the federal government; ensures coordinated presentations and adherence to protocol;

• Produces quantitative and qualitative analyses of new legislative and regulatory proposals, and prepares memoranda, white papers, and web-based resources as needed; synthesizes results; and provides support where needed on policy and reporting efforts;

• Serves as lead analyst in the development of regulatory comment letters in the assigned program areas;

• Presents policy updates at the association’s national, regional, and state chapter conferences as required;

• Develops informational written content for the association’s semimonthly newsletter and blog and produces email alerts for distribution to the association’s membership;

• Develops and presents online and in-person presentations on relevant housing topics, including regulations, legislation, and specific housing programs;

• Serves as staff liaison for a NAHRO Committee, providing administrative and technical assistance to members;

• Provides timely reports to senior staff and association’s leadership, alerting them to emerging legislation, regulations, notices and other policies;

• Provides technical assistance to individual members as needed;

• Selects panels for NAHRO’s conferences;

• Performs other related duties as assigned.

Job Competencies

• Knowledge of the policies, procedures, goals, objectives, operational entities, requirements, and activities as they apply to the assigned area of responsibility in NAHRO

• Working knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) and Department of Treasury’s housing and community development programs

• Familiarity with federal affordable housing policy and programs, especially as it relates to affordable housing development, such as the Low-Income Housing Tax Credit program

• Ability to analyze federal legislation and regulations

• Strong oral and written communication skills

• Knowledge of federal policy and rule making procedures and processes

• Qualitative and quantitative research and analytical skills

• Strong presentation and public speaking abilities

• Ability to work independently and stay up-to-date on relevant topics

• Ability to interact with members and be able to weigh their perspectives with a national perspective  


Education and/or Experience

Bachelor’s degree from an accredited college or university (Master’s or Juris Doctor degree preferred) in a relevant field and previous work experience in a housing or policy related field; or the equivalent combination of education and experience which meet the minimum qualifications

requirement may be substituted.


Technical Skills

To perform this job successfully, an individual must have strong computer skills and software such as Microsoft Office 365; and must be able to learn other computer software programs as required by assigned tasks.
