Nature of Work

This is specialized and technical work with responsibility for the implementation of the programs of Neighborhood Housing Services of New Haven in accordance with established policies and guidelines of the Board of Directors.

Work involves day-to-day management of the organization’s housing rehabilitation and new construction activities, working with contractors, architects, and all aspects of work involving NHS’ rehab and new construction projects. The Construction Manager may be working with part-time staff, volunteers, interns, or consultants. Long-term and short-term planning is performed on an ongoing basis to match contractor capacity to NHS’ workloads. The task of accomplishing the general production goals of NHS is part of the Construction Manager’s overall planning responsibility. Designing projects to meet the technical and administrative requirements of multiple funding sources is required to assure adequate financial support for all NHS projects.

Other responsibilities include providing technical assistance to the Executive Director in the field of housing rehabilitation and/or new construction, as well as in such areas as the public communication of program activities and dealing with financial experts and all pertinent governmental regulatory agencies. Work requires the performance of specialized services for residents engaged in housing rehabilitation construction work, particularly to existing and prospective homeowners inexperienced in dealing with contractors. In addition, work requires extensive interaction with the City's regulatory agencies as well as with contractors, architects, engineers, surveyors, and appraisers.

Work is performed under the general direction of the Executive Director, and performance is reviewed and evaluated by the Executive Director.  In the case of the absence of the Executive Director, the Board may designate a committee to perform and/or review staff evaluations.


  • Designs and establishes the procedures and criteria for screening contractors interested in
  • performing home rehabilitation and/or new construction work for participating homeowners or for Neighborhood Housing Services of New Haven.  Reviews the insurance coverage of contractors
  • to indemnify NHS against potential Worker's Compensation, personal injury, and property damage claims.
  • Consults with homeowners and homebuyers to analyze home rehabilitation needs and feasibility.
  • Meets regularly with homebuyers to review the plans and specifications of the houses they will be purchasing.
  • Assists the NHS Executive Director in identifying properties for possible acquisition.
  • Arranges for security and maintenance of inactive properties held in inventory, if any, as well as ongoing rehabilitation and/or new construction projects.
  • Assists with the preparation of drawings of floor plans and proposed changes for all projects.
  • Prepares work specifications and cost estimates of housing rehabilitation and repair work.  Works
  • with architects, if appropriate.
  • Develops and implements site plans for clearing, drainage, paving, fencing, and landscaping project sites.
  • Approves completed work to ensure compliance with all state and local codes and other regulatory requirements.
  • Provides any assistance required by participating homeowners in contractor selection, loan applications, planning of projects and payments to contractors.
  • Establishes and enforces quality standards on behalf of clients and NHS.
  • Develops administrative processes, policies and protocols to properly document activities overseen by the Real Estate Development Department. Manages current and archival record keeping.
  • Monitors, evaluates and inspects the job performance of contractors for approval of payment for services. Solves problems as they occur in a reasonable and equitable way, thereby ensuring that any given project is not delayed by conflicts at the job site. Checks continually with the City
  • Building Department to ensure compliance with all local codes and with inspection requirements set forth by the City.
  • Develops a pool of general contractors, subcontractors, architects, engineers and material/supply sources adequate to meet the needs of NHS projects and NHS clients.
  • Works with the Managing Director of the HomeOwnership Center by providing information about the status of ongoing projects.
  • Instructs prospective homeowners about home maintenance and budget planning either virtually or in a classroom setting on a monthly basis in preparation for homeownership. 
  • Serves as the property manager for the NHS office buildings and site, and NHS-owned rental properties.
  • Supervises future full-time or part-time assistant position(s) in the Real Estate Development Department.
  • Works with all staff to help organize neighborhood events and lets others know about NHS activities in the community.
  • Performs other related duties as required.

Preferred Education Experience:

Bachelor Degree from an accredited college or university in real estate, construction management, architecture, engineering, or business administration. The successful graduation from an accredited construction trade program can be substituted for the Bachelor Degree requirement.

Preferred Work Experience:

  • 3-5 years of consecutive experience in construction management and residential rehabilitation.
  • Ability to interpret and negotiate construction contracts.
  • Working knowledge of construction terminology, estimation, and building codes.
  • Working knowledge of building science, energy conservation techniques, clean energy technologies and the ability to implement them in both new construction and rehabilitation projects.
  • Ability to analyze home rehabilitation needs and provide cost estimates for completing a project.
  • Ability read and interpret construction plans and work specifications for housing rehabilitation.
  • Ability to create, analyze and present accurate construction budgets and proformas.
  • Ability to make change orders to provide for unanticipated deviations from the original work specifications.
  • Ability to work effectively with contractors, code enforcement agencies, homeowners and the general public.
  • Ability to be assertive in interactions with contractors when problems arise that concern their work.
  • Ability to monitor, evaluate and inspect the work of contractors according to the specifications of the construction contract.
  • Ability to communicate effectively with prospective homebuyers as they progress through the various stages of preparation for homeownership.
  • Ability to act professionally at all times.
  • Ability to establish and maintain a system of record keeping and filing.
  • Ability to exercise good judgement and tact in dealing with all people.
  • Ability to manage high levels of production.
  • Ability to work calmly under stressful situations.
  • Ability to provide high quality supervision to other real estate development staff members at some point in the future.

In addition, the NHS Construction Manager must be committed to the goals and philosophy of NHS, and must possess a high degree of motivation.  He/she/they is/are expected to work as part of a team to accomplish common organizational goals and objectives.
