TITLE:   Business Development Manager

REPORTING TO:   Director of Resource Mobilization

LOCATION:   New York, NY or Washington, DC. The Council will also consider any of the 12 international locations where the Population Council has an office.

ASSIGNMENT LENGTH:   Indefinite

The Council is recruiting for two (2) Business Development Manager roles. 

POSITION SUMMARY:   

The Business Development Manager works with Population Council program staff around the world to identify and pursue strategic business development opportunities with a focus on US and other governments, multi-lateral organizations, and large foundations to build the Council’s Social and Behavioral Science Research and International Program portfolios. The incumbent will collaborate with multi-disciplinary teams of colleagues and partner organizations to gather intelligence and identify opportunities/solicitations, conduct capture work, develop, and deliver successful proposals. The Manager will cultivate and sustain relationships with international and national health and development organizations to foster successful partnerships. This is an exciting time at the Population Council with a new Executive Leadership Team in place; a new social and behavioral science global research agenda; wider strategic planning efforts underway; and increasing opportunities to advance our mission through longstanding and trusted relationships in many of the low- and middle-income countries where the Council has presence. 

RESPONSIBILITIES:

  1. Work closely with Council research leadership, investigators, and other program staff in the international and US offices to position the Council for strategic opportunities; and to gather early intelligence and conduct capture planning on donor initiatives and funding solicitations.
  2. Cultivate and strengthen relationships with current and potential program and research partners including through long-term mechanisms such as strategic alliances or research program consortia. 
  3. Analyze solicitations issued by US and other governments, multi-lateral organizations, and large foundations; collaborate with program staff to assess the strategic importance and opportunity of procurements; explore and develop partnership options; and provide information and recommendations to inform decision-making about the opportunity. 
  4. Oversee the proposal development process, working closely with program and operations staff and partner organizations. This includes negotiation of partner roles and responsibilities, planning and facilitation of internal and external strategy meetings, and leading proposal development teams. 
  5. Draft sections of technical proposals such as the management plan, capability, and staffing sections, and other areas as needed. 
  6. Contribute to identification and recruitment of key personnel: prepare job descriptions, sourcing strategies, and organigrams; organize and participate in interviews; revise CVs and letters of commitment to optimize candidate presentation. 
  7. Work with the Finance Managers and Grants and Contracts staff to develop winning cost proposals through strategic input into the presentation of budget templates and cost narratives to ensure comprehensive and competitive commercial tenders. 
  8. Review draft and final proposals to ensure synergy between the technical and cost proposals and the solicitation. 
  9. Contribute to the ongoing refinement of Council proposal development processes, tools, and templates.

QUALIFICATIONS:   

We recognize that strong candidates may not have every qualification listed here, and encourage applications from individuals who bring passion, skills and experience in many or most of these areas.

  1. Bachelor’s degree required. Master’s degree or equivalent desirable. 
  2. At least six years of experience in successful business and proposal development including multi-year multi-million/complex solicitations for donors such as US and other governments, multi-lateral organizations, large foundations, and/or corporations. 
  3. In-depth knowledge of US Government donor agencies (e.g., USAID, CDC, NIH). Experience with European development assistance, particularly the U.K. Foreign Commonwealth and Development Office, and/or major charitable foundations based in the US and internationally highly preferred.
  4. Experience with and knowledge of international health and development issues, preferably in Council research areas (e.g., sexual and reproductive health, HIV, gender equality, adolescent health and well-being, girls’ education, climate change).
  5. Ability to work collaboratively with and/or manage teams of multi-disciplinary staff and partner agencies under tight deadlines, and to work well across countries and in a multicultural team environment. 
  6. Initiative, superior organizational ability, good interpersonal skills, and attention to detail. 
  7. Excellent oral and written communication skills to present the Population Council’s business development opportunities and proposal plans in a concise and articulate way, and for drafting compelling and responsive content for technical and commercial tenders.
  8. Willingness and ability to travel domestically and internationally.

SALARY AND BENEFITS: For U.S. based positions, salary range will be between $92,000-$115,000 annually, depending on knowledge, skills and experience. Excellent benefits package includes medical, dental, vision and life insurance available immediately upon hire; 403(b) retirement plan with employer contribution equal to 12% of annual salary after one year of employment; generous annual and sick leave; and paid parental leave. For positions based in our international offices outside the US, salary range and benefits will be in accordance with the local pay scale and benefits structure.
