 Position Expectations  

The Chief Mission Services Officer provides program oversight, leadership, and guidance to the Mission Services teams working in Career Services, Disability & Volunteer programs, and oversees strategy, operations and programming for the Goodwill Training Academy and Career Centers. This role provides strategic guidance related to establishing Goodwill of Southern Nevada’s (Goodwill) long-term Mission Services plan and change management.  The officer maintains robust partnerships with business, government, community organizations and other workforce development partners.  They represent Goodwill as the subject matter expert in the areas of workforce development and mission services and ensures Goodwill remains relevant as a community expert and valued resource.  Additionally, the chief provides executive leadership for Mission Services and critical collaboration with the Philanthropy and Grants department and is responsible for achieving annual income and business goals.



  • Provides executive leadership for the Mission Services department, ensuring appropriate department structure, staff, team member development and goal accountability. Provides guidance to staff and develops department capability for future initiatives, building bench strength in the department.
  • Participates in the development and implementation of the overall strategic plan for Goodwill.
  • Establishes and executes a strategic mission plan, including a comprehensive marketing plan, to promote Mission Services to all stakeholders, particularly businesses, as part of Goodwill’s comprehensive marketing strategy.  Conducts root-cause analyses and establishes metrics to measure progress towards goal attainment.
  • Assesses future trends impacting workforce development in southern Nevada; anticipates, recommends and executes appropriate program changes. Determines funding required for sustainable Mission Services programs and identifies and assists with initiating and writing grant opportunities for the agency.  
  • Serves in an executive leadership role as the subject matter expert and primary point of contact for Goodwill in the community of other non-profits, government agencies, educational institutions and local businesses.  
  • Creates mission programs with local businesses that address the needs of specific employers in the areas of candidate preparation and job skills training, including apprenticeships, which provide businesses with a continuous flow of candidates who are specially trained to take on roles with specific businesses.  
  • Identifies business partnerships and establishes funding models based on corporate philanthropy and foundation support of specific mission programs. 
  • Develops, implements, and maintains new Mission Services programs and services and oversees existing initiatives.  Ensures the appropriate reporting is completed.
  • Establishes and actively cultivates key governmental relationships for the agency, which include, but are not limited to relationships with other non-profits within the workforce development space, governmental/quasi-governmental agencies, the Department of Veteran’s Affairs, the Local Elected Officials Committee and Bureau of Vocational Rehabilitation, among other appropriate entities.
  • Finds new sources of referrals for current and future Mission Services and Disability programs.
  • Facilitates business and other partnerships in the community through collaboration, and with the support of the Board of Directors, at the direction of the Chief Executive Officer.  Regularly communicates Mission Services initiatives and results within the agency and with Goodwill Board of Directors.
  • Maintains the Mission Services budget, ensuring funds for specific programs are utilized appropriately and are sufficient to maintain program services.  
  • Monitors expenditures and ensures proper budget management and execution.
  • Collaborates proactively and effectively with all levels of team members across all divisions of Goodwill including Retail & Operations, Finance, Human Resources and Marketing.
  • Fosters a culture of dignity and respect where all individuals are respected and valued.
  • Ensures a safe work environment maintaining compliance with federal, state and local laws and regulations.  Adheres to and supports Goodwill policies, procedures and programs. 
  • Assists in any other projects or tasks as determined by management. 


Education, Experience, and Requirements


  • Bachelor’s or Master’s degree in any related field preferred, or equivalent work experience. 
  • Proven successful leadership experience in workforce development specializing in career services and/or work assessments and populations with multiple barriers to employment.
  • Proven experience in partnering with employers and establishing funding models to support partnerships. 
  • Specialized training and/or project completion experience in non-profit community relationships, supportive services, partnerships with educational institutions.     
  • Demonstrated ability to facilitate government grants, foundation and corporate funding.     
  • Significant business and financial acumen to establish business partnerships that will benefit partner businesses.
  • Deep knowledge and understanding of best practices educational, governmental, and social service agencies and programs in Southern Nevada related to workforce development and disability programming.
  • Strong situational awareness of and recommended responses to economic, political, and social factors that impact the organization and its partners and funders.
  • Proven experience in exercising effective independent judgement and independent work completion with minimal supervision.
  • Proficiency with Microsoft Office suite software including a strong emphasis on Word, Excel, and Outlook.    
  • Strong interpersonal, written and oral communication skills.    
  • Exhibits the highest level of integrity and business ethics.  
  • Exhibits a high level of adaptability and flexibility.  


  • Bilingual (English/Spanish) language capabilities.

 Environmental Factors 

  • Majority of duties are performed in an office environment with regulated temperatures. Other duties may be performed outside the office environment where no cooling or heating will be available. Exposure to extreme heat, cold, dust and humidity may be a possibility


Physical Factors

  • Able to lift, carry, push, and pull a minimum of 25 pounds.
  • Prolonged standing, walking, reaching, stooping, lifting, pulling, carrying, sitting at a desk, and working on a computer.
