Don’t Cage Our Ocean Coalition (DCO2) is a collaborative group of organizations working to prevent the development of offshore finfish farming in the United States. It is led by a Steering Committee. 

Recirculating Farms (RF) is a national non-profit organization that is a founding member and managing group of DCO2. It oversees the overall administration of the Coalition, including staffing.

Job Description

Overview: The Legislative Director (LD) will be the primary face of the Don’t Cage Our Ocean Coalition on Capitol Hill, with federal agencies, the Administration, and often in the media. The LD will coordinate and collaborate with DCO2’s coalition members on legislative issues and activities. The LD should have at least 6 years of experience in direct legislative and policy advocacy work, with evidence of successful outcomes. They should be well-versed in the regular workings of Capitol Hill, committees, processes, and already have good relationships with various offices and staffers. The LD should be comfortable speaking with reporters and journalists, and be adept at radio, TV, and other media interviews. 

The Legislative Director will be part of the RF team for employment, benefits, and administration. The LD will report directly to RF’s Executive Director who is a leader of DCO2's Steering Committee. The LD will also receive guidance and support from the entire Steering Committee and will closely collaborate with DCO2's Campaign Director. 

Location: Must be located in Washington, D.C.

Primary Responsibilities/Activities

  • Critically assess and formulate positions and advocacy strategies on US federal and regional policies, legislation, and regulations related to offshore aquaculture;
  • Serve as a resource for stakeholders regarding federal and regional legislative and policy issues on offshore aquaculture;
  • Represent and advocate for DCO2 with key policy makers and influencers, trade associations, think tanks, and industry coalitions on offshore aquaculture issues; and
  • Work collaboratively and proactively with a wide range of partners and coalition members.

Other Duties:

  • Educate policy makers and relevant external groups on regulatory and legislative issues and positions related to offshore aquaculture;
  • Build and maintain relationships with Members of Congress, key staff, Executive Branch policy officials, and national policy influencers on the development and execution of federal and regional policies;
  • Identify, analyze, and communicate federal and regional policy initiatives related to offshore aquaculture;
  • Develop and mobilize consensus positions with a wide range of stakeholders, providing leadership to advance DCO2’s opposition to offshore aquaculture, and;
  • Engage internally and externally on a wide range of public policy and political issues related to offshore aquaculture.

  • Accurately identify, understand, analyze, and communicate legislative and other policy issues;
  • Identify and build critical relationships with key policy makers and influencers and other stakeholders;
  • Interact and communicate effectively with organization and business leaders, high-level government officials and other key policy influencers;
  • Clearly and concisely present policy positions, mission, and values to the media and the public in writing and verbally;
  • Think and act strategically on ways that advance complex issues; and,
  • Monitor and predict Capitol Hill and agency happenings related to offshore aquaculture.

Salary commensurate with experience, in the $100K+ range.
