About CASA:

Court Appointed Special Advocates (CASA) is a national advocacy model where volunteers advocate on behalf of children who have experienced abuse or neglect. CASA was founded in 1977 by a judge David Soukup in Seattle, WA. Judge Soukup believed CASA volunteers (CVs) could provide more information about children and families to judges, enabling them to make more informed decisions.  CASA programs have existed in Colorado since the 1980s and are written into Colorado State law.  There are over 900 CASA programs in the nation, affiliated with the National CASA Association. 

Colorado CASA

Colorado CASA is an independent 501(c)3 membership organization with a vision that every child in Colorado has a voice and a hopeful future. The mission of Colorado CASA is to strengthen local CASA programs and advocate for children in the child welfare system. CO CASA supports the local programs via public policy advocacy, pass-through funding, training, public awareness, strategic partnership and other statewide leadership activities. CASA values include data-informed advocacy and data for programmatic decision-making.

Local CASA programs

There are 18 local CASA programs in Colorado, serving 18 of the 22 judicial districts. While each program words their mission and vision slightly differently, they all have the same core model, which is to recruit, train and appoint community volunteers to advocate for children who have experienced abuse and neglect. CASA volunteers (CVs) work closely with families and case professionals to ensure children’s needs, strengths and best interests are represented in court. Additionally, since children who experience abuse and neglect face short-term challenges and long-term impacts to their development, health, education, relationships and more, CVs check in on these key areas, and advocate for support and resources.

Data Strategy:

A large body of research demonstrates protective factors, including consistent and caring adults and concrete supports during times of need are protective factors that counter the effects of adverse childhood experiences and increase children’s resilience, educational success, health and overall wellbeing.

Given consistent adults and concrete supports are already research-based, the CASA in Colorado data strategy aims to measure the extent to which (1) CVs are serving as consistent adults for children, (2) CVs act to address children's unmet needs, and (3) Children demonstrate progress in the key domains of permanency and safety, health, development, education, extracurricular opportunities, and transition to adulthood.

Summary of Role:

This statewide leadership role is responsible for overseeing the data and measurement strategy for Colorado CASA. The role includes maintaining current data collection protocols, and working closely with the CASA programs toward ongoing data and evaluation recommendations including:

-Increasing staff capacity to use data

-Diversifying data sources

-Improving data quality and storage

The successful candidate is experienced with program evaluation, and data management and analysis in program settings. They think about evaluation and data analysis with the sophistication of a researcher, and work with program staff and volunteers with the heart of a community advocate.

This role will be three years old as of December 2021, thus there is plenty of room to bring new vision and impact to our statewide data and evaluation strategy. 

We are looking for someone able to work independently in a highly collaborative way. While day-to-day work is largely independent, the vision for it is a constant collaboration with the 18 local programs, Colorado CASA staff, National CASA staff and external child welfare partners.

Work Environment:

This is a remote position, with in-person meetings and travel required within Colorado. Colorado residence is required. The position reports to the Colorado CASA Executive Director. Enjoy the flexibility of working from home and the connection of regularly traveling within Colorado to visit local programs and attend in-person meetings.

Primary Accountabilities:

-Manage Child Wellbeing Survey data collection, involving the 4500+ children, 2300+ volunteers and staff from the 18 programs

-Develop and administer training to increase programs’ capacity to use data

-Build-out data and evaluation strategy, based on theory of change and priorities of network

-Maintain and improve data visualizations in Power BI for use by the 18 local programs

-Facilitate Data Leadership Committee, a group of program staff who support statewide data work

-Ensure data quality by auditing program data via state portal

-As in-person travel allows, visit programs across Colorado to provide support with data and evaluation and build relationships with program leaders and staff

-Sit on National CASA’s Performance Measurement Committee and otherwise participate in National CASA work as appropriate

-Review and administer yearly Needs Assessment and Satisfaction Survey for local programs

-Collaborate with CDHS, OCR, State Judicial, CDE, NYTD and other child welfare stakeholders to establish data use agreements and collaborative practices

-Attend and as needed, support a best practices committee that includes local program directors

-Identify potential grant/research projects and assist with applications

-Improve data management practices considering safety and confidentiality of data and ease of use/access

-Be a team player on our small team and step up to support other statewide work as needed, including continuing education for local programs

Competencies:

-Experienced with program evaluation, data analysis, and building program capacity to use data

-Proficiency with Excel, Survey Monkey, Power Bi, and statistical analysis software such as R, Stata, or SAS

-Experience translating research for lay-person audiences including nonprofits

-Demonstrated ability to work independently and collaboratively

-Comfortable leading trainings for a range of audiences including nonprofit executive directors, child welfare partners, program staff and volunteers

-Experience designing and writing concise, visually appealing, user-friendly evaluation reports and materials for multiple audience

Preferred:

-Experience working with longitudinal, multi-site data set

-Knowledge and understanding of the child welfare and CASA organization; CASA experience preferred

-Training and experience in facilitation

-Experience with Power BI or similar data visualization tool

Education:

Master’s degree in evaluation, public health, public policy or similar preferred, however candidates will be chosen based on combination of education, experience, recommendations and overall fit with team. 

Compensation:

60 to 70K based on experience. Benefits include health and dental insurance and a generous PTO policy.
