The Policy Counsel/Advisor will be a part of our Legal and Policy Department and will report directly to the Senior Policy Advisor/Counsels and the National Director of Legal and Policy. The Policy Counsel/Advisor will work with members of the Policy team to execute tasks and activities related to TBP’s mission to eliminate cash bail and advance pretrial reforms. Working with some autonomy and alongside the senior members of the team in statewide and national coalitions, the Policy Advisor/Counsel will work to develop and execute strategies to educate the public and advocate progressive bail reform with lawmakers and criminal justice stakeholders. Pivoting from legislative strategy and analysis to policy writing and research to collaboration building and facilitation, the person in this role will be an early to mid-career professional who demonstrates a proficiency in criminal legal matters as well as capacity to play many different roles on an advocacy team. 

Responsibilities:

POLICY RESEARCH AND ANALYSIS

●      Conducts in-depth analysis and provides recommendations for all matters related to pretrial reform and policy, including: presumption of innocence, conditions of release, risk assessment tools, elimination of cash bail, utilization of pretrial services.

●      Drafts discussion papers, white papers, talking points, testimony, fact sheets, coalition letters and related policy analysis.

●      Participates in internal strategy meetings to develop action plans and collaborates with other members of TBP to coordinate policy strategy activities from different departments.

LEGISLATIVE AND POLICY ADVOCACY

●      Analyzes legislation, executive actions, regulatory comments, ballot referendums, and other policy vehicles for senior staff and other members of TBP.

●      Engages in legislative and other policy-related advocacy alongside other members of the Policy team, including working to promote local, state, and federal bail and pretrial reforms, urging key decision makers and stakeholders to advance systemic change, and providing support and assistance to local advocates, organizers, and coalitions.

●      In collaboration with Senior Policy Advisors and Counsels, executes administrative and legislative advocacy with government agencies and officials addressing pretrial detention and the criminal-legal system.

●      Collaborates with other members of the policy team and TBP to brief lawmakers, their staff, and state governmental agencies on TBP objectives and goals. 

●      Provides strategic and advisory support to other members of the policy team on special projects, as needed.

●      Tracks all lobbying activity and expenses and maintains appropriate documentation.

EXTERNAL STAKEHOLDER ENGAGEMENT

●      Represents TBP and the policy team in meetings with strategic partners, coalitions, policymakers, and grassroots partners. Collaborates with these groups to advance advocacy actions related to pretrial reform, such as ending cash bail, risk assessment tools, electronic monitoring, and conditions of release.

●      Assists policy team by identifying, engaging with and developing relationships with local and national allies. 

●      Assists Senior Policy Advisors and Counsels to facilitate committees, workgroups, and coalitions.

●      Supports and leads the development of distributable policy products that present relevant information to national and local partners, policymakers and coalitions.

EXTERNAL COMMUNICATIONS

●      Prepares written communications including discussion documents and memos to gather consensus, comment letters, op-eds, policy briefs, and talking points to support TBP’s policy and operations positions. 

Qualifications:

You are driven, highly organized, and have a deep commitment to The Bail Project’s mission to eliminate race- and wealth-based disparities in our criminal justice system. You understand how the local criminal legal system operates and are familiar with the stakeholder groups who work inside it.  We’re looking for someone who is comfortable working independently or in a team-based setting. Adapting to the change inherent to a rapidly scaling startup is essential.

To excel in this role, you likely bring the following:

●      JD, MPA, MPP or other related graduate degree with three (3) to five (5)  years of experience in criminal justice policy and advocacy at an advocacy organization or in a legislative office.

●      Exceptional written and oral communication skills and ability to communicate well to a variety of stakeholders, and the capacity to articulate legal concepts and complex policy issues to a variety of audiences.

●      Strategic thinker with an ability to anticipate challenges and address roadblocks as they arise.

●      Ability to meet quick deadlines, work with efficiency, and execute multiple tasks while responding to different priorities.

●      Willingness to work in a collaborative, entrepreneurial, team-based environment and possess an innovative spirit, sense of humor, and ability to adapt to the change inherent in a growing organization.

●      Commitment to approaching the work through a racial justice and equity lens.

●      Ability and willingness to travel (if and when it is safe to do so).
