Reports to

  • Chief Administration Officer

Scope of Work

Senior Managers are responsible for the successful execution of programs or work functions serving the organizational mission, with additional administrative responsibilities supporting departmental and program budgeting, staffing, and strategy in partnership with their Director. Senior Managers may be assigned responsibility for public-facing content or relationships, and staff, contractor, and intern supervision commensurate with their experience and expertise, providing high quality relational support to participants and stakeholders.

45% - Human Resources Planning and Policy Development


  • Drives the development and execution of an organizational Human Resources Plan, in close collaboration with executive management, particularly as it relates to current and future personnel policy, hiring, equity and belonging, retention, and succession planning
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in HR procedures, DEI, management, and employment law
  • Maintains knowledge of staff equity, justice, and belonging needs and perspectives in order to prioritize policy and procedure development with the highest positive impact
  • Analyzes trends in compensation and benefits; researches and proposes competitive offerings to ensure the organization attracts and retains top talent

Policy and Process Development

  • Maintains compliance with federal, state, and local employment, contracting, and diversity-related laws and regulations, and recommended best practices; reviews or facilitates review of policies and practices to maintain compliance
  • In collaboration with staff, supervisors, and executive management, creates learning initiatives that provide professional development opportunities for employees aligned with the organization’s values
  • Collaborates with management, supervisors, and staff to review and update job descriptions, integrating equity, justice, and belonging efforts in ways that naturally align with each job's responsibilities
  • Develops and maintains actionable policies and practices in support of CU’s commitments to equity, justice, and belonging, including internal staff communication, supervisor and staff training, conflict resolution, and team building
  • Creates supportive processes for employees who may face challenges in discussing their work environment with their supervisor or peers

45% - Human Resources Project Management and Administration

Project Management

  • Manages recruitment, interviewing, and hiring of diverse, talented, and qualified job applicants for various roles; collaborates with department heads and supervisors to understand skills and competencies required for openings
  • Designs and executes constructive and timely performance evaluation processes that contribute to a culture of trust, mutual support, and excellence for staff and supervisors
  • Provides support and guidance to supervisors and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations
  • Develops annual benefits packages, including budgeting support and forecasting future expense scenarios; manages annual enrollments, terminations, and qualifying events; manages benefit vendors and payments in consultation with CU’s accounting function
  • Expands and enhances onboarding and recognition processes for new team members and retraining for current staff to educate employees on policies and procedures in ways that nurture a supportive and caring team culture
  • Supports and promotes professional development opportunities and mandated trainings for executive leadership, supervisors, and reporting staff, including efforts to aid diversity and retention initiatives


  • Streamlines and maintains CU’s human resources workflows to serve our growing, nationally-distributed team with equity, transparency, and care
  • Creates and maintains records required to administer and execute all human resource programs, including personnel files and benefits documentation
  • Conducts or acquires background checks and employee eligibility verifications
  • Collects and analyzes statistical data to evaluate the organization’s population in accordance with diversity standards and goals
  • Assists in annual audit and tax filing related to personnel and employee benefits
  • Assists with preparation and filing of bi-weekly payroll functions related to benefits
  • Handles employment-related inquiries from applicants, employees, supervisors, and outside vendors or organizations, referring complex and/or sensitive matters to the appropriate staff

10% - Facilitation of Staff Events

  • Facilitates collaborative planning and communications, scheduling, and logistics for in-person and virtual staff gatherings as required or assigned by executive management

Required Skills/Abilities

  • Excellent verbal and written communication skills
  • Excellent interpersonal, negotiation, facilitation, and conflict resolution skills
  • Significant training and experience in justice, equity, diversity, and belonging policy creation and practice
  • Excellent cross-cultural communication skills
  • Excellent organizational skills and attention to detail
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks and to delegate them when appropriate
  • Ability to act with integrity, confidentiality, and heart
  • Thorough knowledge of employment-related laws and regulations, or ability to efficiently research relevant topics for decision-making
  • Proficient with standard office software and digital filing systems, including Google Workspace, MS Office Suite, and QuickBooks Online
  • Proficiency with or ability to quickly learn the organization’s HRIS (BambooHR)
  • Completion of a criminal background check

Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related field, or 4-6 years’ equivalent work experience
  • A minimum of three years of supervisory experience preferred
  • National or regional HR and DEI certification preferred, or equivalent work experience
