Deputy Director Clean Commercial Transportation - Remote California

The Deputy Director Commercial Clean Transportation Infrastructure will be responsible for leading grant and program administration for zero emissions commercial transportation infrastructure focused on medium and heavy-duty vehicles and equipment for contracts worth up to $276m. The Deputy Director will oversee the California Energy Commission's Energy Infrastructure Incentives for Zero-Emission Commercial Vehicles (EnergIIZE Commercial Vehicles) incentives, a first-of-its-kind project that provides funding for electric vehicle charging and hydrogen refueling infrastructure for zero-emission trucks, buses, and equipment in California; as well as three vocational set asides including public transit, public school bus, and drayage with close coordination with the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) team. In addition, this role will involve leading dedicated and cross-functional teams and contributing to strategy, policy, and business development.

Additionally, the Deputy Director, will:

  • Lead overall incentive administration of the EnergIIZE Commercial Vehicles project and any future incentives, including responsibility for client relations, partner and vendor relations, scope, budget, timeline, and overall performance
  • Lead the medium and heavy-duty infrastructure incentives team and position the team for high performance and scalability
  • Manage the strategic development of medium and heavy-duty infrastructure incentives, including developing and scaling a replicable model for other states and countries to adopt and learn from
  • Assist the Director of Infrastructure Incentive Administration with medium and heavy-duty infrastructure policy and business development priorities, as needed
  • Manage coordination between EnergIIZE vocational set asides (transit, public school bus, drayage) and California Air Resources Board's Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP)
  • Work closely with the Director of Infrastructure Incentive Administration in creation of long-range plans
  • Prepare and be accountable for budgets and compliance

Qualifications:

  • Bachelor's Degree in Political Science, Environmental Studies, Economics, Engineering, Urban Planning, Policy, or similar field or equivalent experience
  • 7+ years of experience in project management, grant administration, government relations, or related experience
  • Experience in zero emissions transportation, EV or hydrogen refueling infrastructure, clean technology, and/or clean energy
  • Experience managing and developing teams
  • Knowledge of government and industry relations, including policy, procurement, grants, and/or community engagement
  • Knowledge of zero emissions vehicles, alternative fuel infrastructure, and/or clean energy development and deployment
  • Familiarity with major incentive, voucher, rebate, grant, and/or procurement programs
  • Ability to constructively manage multi-disciplinary teams and priorities, motivate them, keep them on deadlines, and help them develop best practices for the future.
  • Experience managing contract execution and oversight.
  • Experience managing client and partner relationships and advising on strategy, project planning, market assessment, funding prioritization, project improvements, and stakeholder engagement.
  • Experience managing budgets and schedule control.
  • Optimal thinking (continuous improvement mentality)
  • Managing a team across different time zones and mentoring staff
  • Excellent organizational skills to overall timeline for a complex and multifaceted program
  • Attention to detail and strong ability to write and present at a professional level for client-facing and public-facing deliverables

Desired Qualifications:

  • Master's Degree in Political Science, Environmental Studies, Economics, Engineering, Urban Planning, Policy, or similar field or equivalent experience
  • PMP certification
  • Knowledge of commercial medium and heavy-duty vehicle and equipment fleets

CALSTART includes the complete salary range amount $105,630-$132,286 of the job announced. We determine pay based on education, experience, internal equity, and any other factors relevant to the job. Pay for this role will typically be from $105,630-$112,945.
