Position Title: State Resilience Program Director

Location: Fully remote, with up to 50% traveling depending on location

Reports to: Regional Director, U.S.

Status: Full-time, Exempt

Position Summary

Over Zero seeks a skilled program director experienced with building dynamic programs from the ground up to fulfill its State Resilience Program Director position. A new position, the State Resilience Program Director is responsible for management of all key aspects of the State Resilience Program. The State Resilience Program is a collaboration between Over Zero (OZ) and Search for Common Ground (Search/CG-USA) to build state-level political violence prevention networks in states with an elevated risk of political violence.

Key areas of responsibility for the State Resilience Program Director will include program design and launch, management of program-specific partnerships, contracts, and budgets, along with reporting and fundraising support. This role would be an excellent fit for someone who is energized by – and excellent at – building and maintaining professional relationships and who is excited about the potential of working with diverse leaders to effect change. This work requires someone who understands the importance and urgency of building a “whole of society” approach to political violence prevention as well as the dynamics and potential complexity of working with diverse leaders from across different sectors. The ideal candidate is a self-starter, a creative problem-solver, and someone who is motivated by making a path and not simply following one.

This is a full-time, remote position with frequent travel.

Program Summary

Together, OZ and Search will build state-wide leader networks in service of both immediate and long-term political violence prevention. These networks will empower diverse civil society stakeholders with strengthened relationships, skills, and tools to collaboratively prevent and mitigate conflict dynamics and flashpoints.

The program will begin in two key states, one managed by OZ, but with potential expansion in additional states. These state-level networks will be built and scaled through 2025, spanning the 2022 midterms (early-stage work) and the 2024 election cycle, its aftermath, and any additional flashpoints throughout this period.

Responsibilities and Tasks

Program and Partnership Management

  1. Translate the vision and mission of the State Resilience program into an operational strategic plan.
  2. Manage the State Resilience Program, including to:
    1. Create a highly functional, cross-sector, State Resilience program consisting of a diverse group of leaders at the state and national level;
    2. Oversee the connections between state level and national work;
    3. Translate and communicate learnings between state and national levels;
    4. Identify curriculum needs within target states and provide support with curriculum building and delivery;
    5. Maintain files, documents, and shared communications systems in partnership with partner organizations;
    6. Lead communications efforts, create and update the website and collateral;
    7. Identify, recruit, on-board, and manage new state-specific staff for this project;
    8. Routinely coordinate with colleagues and consultants to tackle challenges collaboratively and tactfully;
    9. Attend, co-plan, manage team meetings, retreats, etc. as a core member of the State Resilience team; and
    10. Oversee and provide technical assistance and advice to the State Resilience teams, including state leads.
  3. Build and manage relevant partnerships, including to:
    1. Represent Over Zero at local meetings and national conferences on election violence prevention;
    2. Serve as the primary State Resilience liaison between Over Zero and partner organizations; and
    3. Manage communications and meetings between core program partners, including agenda development and project management.
  4. Develop relationships and maintain regular contact with Over Zero team members to stay abreast of priority areas related to their work.

Contract & Fiscal Management

  1. Conduct due diligence and oversight on State Resilience program grants and contracts.
  2. Present contract and expense summaries, materials, and recommendations as needed to the Over Zero team, including the Executive Director, US Regional Director, and Operations Manager.
  3. Supervise and evaluate program consultants engaged to support the project’s work.
  4. Monitor budget and contractors regularly and provide updates on contractor performance, activities, needs and opportunities.

Program Related Tracking and Reporting

  1. Oversee programmatic evaluation implementation.
  2. Distill and share program related information in a clear and compelling manner.
  3. Provide program related updates and new content for communications platforms and development materials.
  4. Create quarterly reports for Over Zero’s leadership which highlight potential risk areas, recommendations for improvement, and metrics to measure change.
  5. Lead reflection sessions with a view to developing action and corrective plans to be disseminated across the organization for better program implementation.

Fundraising Management and Support

  1. Provide support to the Over Zero fundraising team regarding State Resilience program fundraising, including but not limited to:
    1. Prospect and funder tracking;
    2. Management of follow up;
    3. Proposal writing and review; and,
    4. Preparation of promotional materials.
  2. As needed or requested, represent the work of Over Zero to funding partners and prospects.

Other duties that are broadly in line with the above key contributions as assigned.

All employees of Hopewell are required to complete timesheets.

Education, Experience, and Knowledge 

  • A minimum of 10 years of relevant experience, including:
    • Seven years of staff and program management and leadership experience;
    • Three to five years leading multi-partner programs; and,
    • Experience managing a collection of multiple independent projects.
  • Experience working with a range of individuals in nonprofit organizations, government, philanthropy, and the private sector.
  • Experience building coalitions/relationships across diverse stakeholder groups preferred, including experience with facilitation and partnership management.
  • Proven ability to think analytically, strategically, and with agility to translate ideas and insights into action through coherent and viable program work.
  • Demonstrated knowledge of:
    • The dynamics of political violence;
    • Frameworks and tools for political violence prevention;
    • Best practices for coalition building; and,
    • Trends and dynamics of political violence in the U.S. (preferred).
  • Master's Degree or bachelor’s degree in relevant fields (preferred).

Skills and Ability

  • Commitment to Over Zero's mission, vision, and core values.
  • Demonstrated organizational skills, and the ability to manage multiple tasks simultaneously, while meeting deadlines.
  • Facility and working knowledge and use of technology and varying digital platforms, including a range of communications and project management platforms.
  • Demonstrated experience working effectively as part of a team and with colleagues of diverse backgrounds and perspectives.
  • Proven self-starter, organizer, and evaluator.
  • Highly organized and process oriented.
  • Excellent verbal, written, presentation, public speaking, and communication skills.
  • Excellent interpersonal and networking skills.
  • Fluent in English.

Compensation and Benefits

The salary range for this position starts at $90,000, and will be commensurate with experience, alongside a comprehensive benefits package including:
