Overview: The Healing City Baltimore Trauma-Informed Care (TIC) Project Coordinator will implement Baltimore City’s Elijah Cummings’ Healing City Legislation by providing oversight and support to Baltimore City agencies in becoming trauma-informed and responsive. This position will be integral for introducing and overseeing the implementation of trauma-informed trainings, while partnering with agencies to identify their individual needs via the utilization of agency strengths. The TIC Project Coordinator will ensure alignment with the actual Council Bill 19-0410, as well as any applicable Baltimore City Government and Baltimore City Health Department  Performance Standards. The TIC Project  Coordinator will further ensure that any trauma-informed training and policies implemented at the management-, governing-, or policy-level includes oversight to examine how the approaches are being implemented within each Baltimore City agency.

The TIC Project Coordinator will adhere to The Substance Abuse and Mental Health Services Administration (SAMHSA)’s definition of a trauma-informed approach—using the 4R's—as one that: 1.) Realizes the widespread impact of trauma and pathways to recovery; 2.) Recognizes trauma signs and symptoms; 3.)  Responds by integrating awareness about trauma into all facets of the system; and 4.)Resists re-traumatization of trauma impacted individuals by decreasing the occurrence of unnecessary triggers.

The TIC Project Coordinator role will be responsible for supporting training facilitators in identifying evidenced-based and culturally relevant practices to support the increased awareness, knowledge, and skill of Baltimore City agencies.They will also support Baltimore City agencies by introducing self-care techniques aimed at reducing vicarious/secondary traumatization and burn-out.

Key Roles & Responsibilities: The TIC ProjectCoordinator will:

1. Oversee the implementation of SAMHSA’s Six Principles of Trauma-Informed Care within daily operations, understanding the specific needs of each Baltimore City agency;

2. Utilize a person-centered and strengths-based approach when creating documentation, as well as person-centered and strengths-based language when speaking with and about staff, families, and Baltimore City communities;

3. Have an understanding of race-based trauma and its impact on staff, families, and communities of color;

4. Assist in the identification of all City programs and services that impact children and youth;

5.  Assist in the development of a city-wide strategy toward an organizational culture shift into a trauma-responsive city;

6. Establish metrics, in collaboration with the Baltimore City Department of Health, to evaluate and assess the progress of the citywide TIC initiative;  

7. Coordinate and develop with the Baltimore City Health Department and Sage Wellness Group, any formal or informal TIC training; 

8. Disseminate information within City Government regarding best practices for preventing and mitigating the impact of trauma on and facilitating healing with children, youth, and families;

9. Advise and assist the Mayor and City Council in providing oversight and accountability in implementing the requirements of the Elijah Cummings’ Healing City Legislation;

10. Support the professional development and staffing patterns that foster continuity of care, and consistent, predictable, and nurturing environments for the communities they support;

11. Support Baltimore City agency staff learning of TIC language and trauma-responsive techniques when creating trauma-informed and responsive organizations; 

12. Collaborate with the Baltimore City Department of Health to disseminate TIC resources to Baltimore City agency staff and communities;

13. Collaborate with TIC Steering Committee members and Baltimore City agencies to conduct focus groups to obtain feedback to improve TIC trainings and support provided; 

14.  Identify key metrics and conduct some preliminary data analyses (e.g., workshop evaluation aggregation) on TIC trainings and resources provided and accessed by Baltimore City agencies

11.  Submit monthly reports to TIC Steering Committee members and the Baltimore Department of Health;

12.  Have a knowledge and understanding of healing practices to employ when supporting staff, students, families, and communities impacted by trauma (e.g., TF-CBT, Mindfulness, Restorative Practices);

13.  Oversee the development of Baltimore City agency site-based TIC Leadership Teams, when applicable;

14.  Meet monthly, at minimum, with Baltimore City agencies to obtain feedback and identification of TIC resources and support needed; 

16. Oversee the development and daily management of agency-wide master calendars; 

17. Have expertise in record-keeping and data collection, using software approved by the Baltimore City Department of Health; and  

18.  Other duties as assigned
