Systems-level change doesn't happen without collaboration and deep engagement with the communities the systems serve, and the use of scientific research and data to inform the work allows the organization to proactively seek out the insights and expertise of people with lived experience from the communities served, especially young people. Through redesigning schools and systems, addressing youth homelessness across the country, and helping more donors strategically use their time, talents, and resources to give in ways that advance equity, effectiveness, and systems change, the Raikes Foundation supports and drives efforts to build a more equitable education system.

The Program Officer, Education works with the National Education Strategy Team to co-develop a strategy with field and funding partners towards this vision for an equitable education system. This includes leadership of the design and implementation of the K-12 policy portfolio to advance equity-centered state and federal policy, including a targeted universalist focus on students furthest from educational justice, such as those experiencing homelessness, foster care, or the justice system. Reporting to the Program Director, the Program Officer, Education will collaborate closely with other departments to support the development and implementation of a cross-cutting youth serving systems strategy and portfolio of grants that builds from lessons and leverage in the existing portfolio. This is an ideal opportunity for a mission driven movement builder with deep experience maximizing impact and fostering collaboration.

Responsibilities include, but are not limited to:

Strategy, Evaluation & Organizational Learning

  • Influence strategic direction alongside the education strategy team members
  • Lead the evolution of a portfolio of K-12 policy and field building initiatives focused on community driven, equity-centered policy change at the state and federal level, including students furthest from educational justice
  • Capitalize on connections between initiatives focused on equity centered systems change at the local, state and federal level
  • Collaborate closely with the Director of the National Education Strategy and other team members to ensure an integrated approach to continuous improvement across the portfolio
  • Play a proactive role in the Foundation's organizational learning; seek opportunities to collaborate and contribute to exploring synergies across the Foundation's strategy areas
  • Organize grantee visits, learning sessions and other forms of engagement to deepen the Foundation leadership's knowledge of the strategy and understanding of progress, challenges and lessons learned

Grant Portfolio Development & Management

  • Conceptualize and cultivate grantmaking opportunities and work with prospective grantees and partner funders to develop grantmaking priorities for pooled funds and direct grantmaking
  • Conduct due diligence for potential grant opportunities and assess alignment with the Foundation's strategy
  • Prepare and present grant recommendations and provide feedback to potential partners
  • Manage a portfolio of K-12 policy grants, including developing milestones, outcome metrics, and reporting requirements
  • Build positive and productive collaborative relationships with grantee and funding partners
  • Design and manage grantee learning networks and field learning opportunities

External Relations and Thought Leadership

  • Build strong relationships with key stakeholders and advance the Raikes Foundation as a thought leader in building an equitable education system
  • Foster strong relationships with a variety of leaders in the field, including current and prospective grantee partners, researchers, educators, youth and community organizers, policymakers, partner funders, etc.
  • Collaborate and develop co-funding opportunities with partner funders to advance the Foundation's vision for an equitable education system
  • Represent the Foundation externally in a variety of settings, including compelling small group and large group presentations
  • Partner with the Foundation's communications team and external consultants to support strategic communications and advocacy, including preparing content for the Foundation's communications channels and integration of the latest learnings from the Foundation's efforts with partners


  • At least ten years of relevant professional experience with a preference for a experience in a science of learning and development related discipline such as human development, psychology, neuroscience, education, public policy or a combination of relevant professional and lived experience
  • A demonstrated track record of building relationships, identifying partners across diverse communities, and leading for equity at a systems level
  • Experience designing and/or advocating for educational resource equity at the local, state or federal level
  • A deep commitment and experience with leading with an equity lens and a belief that schools and other youth serving systems can be redesigned to support all young people to thrive
  • Expertise in the K-12 education system and other youth and family serving systems
  • Passion for leading towards ambitious shared goals through building diverse coalitions in ambiguous environments without positional authority
  • The ability to balance co-developing vision and strategic direction with internal and external partners while prioritizing and executing on tactical goals
  • Excellent relationship-building skills and an ability to work collaboratively with diverse stakeholders such as researchers, practitioners, policymakers, funders and parents as well as across lines of difference in lived experience
  • The ability to inspire others while effectively communicating complex ideas orally and in writing
  • COVID-19 vaccination is required; open to accommodations upon request


The Raikes Foundation is open to a flexible domestic work location, with a preference for Seattle or New York City, given the Program Officer’s national scope of responsibility. The position will include up to 40% of time on domestic travel.


The compensation range for this role is commensurate with experience and geographic location. Candidates based in Seattle can expect a range of $145K to $160K and those in NY and D.C. can expect a range of $150K - $180K.
