Pew's government performance work identifies and advances effective approaches to help solve complex challenges at all levels of government in the United States.

The portfolio's work can be traced back to our founders' early efforts to improve the lives of Americans by supporting efforts that promoted health, civic engagement, and democratic ideals.Today, we conduct research on emerging topics, develop data-driven reports, and highlight innovative, non-partisan approaches in addressing complex problems at the federal, state, and local levels as well as the interplay that can occur between jurisdictions. Current initiatives focus on health, fiscal and economic policy, and safety and justice, and take into account significant trends such as evolving technologies, and the increasing racial and ethnic diversity in the United States population .

Our teams explore and advance effective, evidence-based policies using credible, timely, and accessible research, assessing public support for change, identifying approaches that have proved successful elsewhere, and bringing together diverse perspectives to find common ground. We work in collaboration with organizations that share our commitment to rigorous research, measurable results, and public service, and we focus on developing durable policy change. In addition, our teams use strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public.

Project Overview

The substance use prevention and treatment initiative works to develop and support policies that address the opioid epidemic. The project does this by providing direct technical assistance to states on how to improve access to evidence-based, high-quality treatment for people with substance use disorders and implement other strategies to reduce the number of overdose deaths. Additionally, the project highlights and disseminates innovative community-based strategies to address the opioid epidemic. Finally, the project conducts advocacy in Washington, D.C., to achieve its programmatic objectives.

To inform this work, the project conducts and publishes research and other information on evidence-based and emerging practices and maintains relationships with external experts and other stakeholders. The team comes from a wide variety of professional backgrounds with policy, advocacy, and research experience.

Position Overview

The senior associate, based in Pew's Washington, D.C. office, reports to the associate manager, substance use prevention and treatment initiative. Working closely with team members and staff from legal, government relations, state strategy, and other Pew departments, the senior associate provides strategic guidance and compliance support for Pew's state technical assistance engagements to expand access to effective treatment for substance use disorders. The senior associate demonstrates an ability to collaborate effectively across functional teams and assists efforts to develop effective solutions to complex problems and has strong people, problem-solving, and communications skills. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.

  • Support project compliance with IRS and state lobbying laws as well as Pew lobbying rules.
    • Assist with training as needed to team on compliance requirements.
    • Support the associate manager in tasks as needed to maintain a strong relationship with Pew's legal and government relations departments.
    • Assist the associate manager with maintaining project compliance plan and reporting mechanisms.
  • Coordinate with SUPTI state technical assistance team to provide strategic support in state policy engagements, in particular with respect to interactions with government officials and key stakeholders.
  • Provide state-specific technical assistance to help advance the project's policy goals.
  • Identify, develop, and maintain relationships with key stakeholders from the public health, public safety, research, and policymaking communities at the national and state level to advance the goals of the project. Where appropriate, assist in the development of plans and materials to integrate state and national partners in project work.
  • Participate in the development of presentations and talking points to support internal and external communications.
  • Foster a work environment that is inclusive, equitable, diverse, and in line with Pew and SUPTI's stated IDE goals.
  • Contribute to and participate in tasks of the project and department as assigned, as well as broader Pew-wide projects and committees as needed.
  • Bachelor's degree or equivalent experience is required along with at least four years of applicable experience in the public policy arena.
  • General knowledge of state lobbying laws and experience with policy development is preferred.
  • Demonstrated ability to build relationships and support efforts to develop consensus and move toward a desired outcome.
  • Acute political awareness and non-partisan perspective and approach.
  • Exceptional interpersonal skills.
  • Excellent written and oral communication skills.
  • Ability to work professionally and collegially within a creative, fast-paced corporate culture that emphasizes excellence and teamwork.

Regular domestic travel (up to 50%) for meetings and conferences.
